The Organization was established in January 2005 and registered under the NGO Act of 2002, issued with a registration number No.00NGO/00006336 to operate in Tanzania Mainland.

Rafiki-SDO is currently implementing the EpiC Project in Shinyanga Municipal Council and Shinyanga District Council which is funded by USAID through FHI360 with the aim of address critical gaps and bottlenecks in the response to HIV among key and vulnerable populations (KVP) and adolescent girls and young women (AGYW).

POSITION OVERVIEW,

DREAMS PO is responsible for ensuring the integration of DREAMS initiative interventions within the EPIC program combination HIV prevention activities. She will Work closely with PP-CEO, SEEO, Biomedical service coordinator and Data team to ensure VAGYW gets full package and ensure the alignment of DREAMS activities and interventions across the project.

To facilitate smooth implementation of this project, RAFIKI-SDO wishes to recruit qualified, experienced, motivated and dynamic individuals in the following positions available;

Key responsibilities

Empower Adolescent Girls and Young Women (AGYW) and reduce their Risk:
These interventions aim to empower girls and reduce risk for HIV, unintended pregnancy, and violence through
• Condom promotion and provision and distribution of IEC material to VAGYW: DREAMS PO is responsible to ensure EWs/PEs promote and provide male and female condoms to AGYW. She will be responsible to know and document the quantity distributed and advise manager condom to request after conducting a need assessment of condoms needed by VAGYW in each month.
Under this specific activity DREAMS PO shall ensure Safe spaces have posters and educational materials that promote use of Condoms, Family planning as well as other IEC materials with relative messages to VAGYWS.
• Oversee/Responsible for managing GBV cascade to VAGYW in collaboration with EWs/PE, PP- CEO and SEEO. she is responsible to ensure VAGYW are screened for GBV and ensure linkage of VAGYW who experience GBV and document in each month
• Work closely with CEO and SEEO to ensure right AGYW are enrolled to project SBCC sessions and received HTS or referrals services
• Work with BTO/CEO/SEEO to ensure VAGYW are provided with HIV testing services (HTS) and earlier linkage to treatment and care initiation on ART
• Work with BTO/CEO/SEEO to ensure VAGYW are provided with PrEP services

• Responsible for coordinating, sensitizing & improving access to voluntary, comprehensive family planning (FP) services (In WORTH and SBCC groups)
• Social asset building: establish, supervise, and update safe spaces and economic strengthen hubs where VAGYW can meet through which AGYW receive support, but also serve as a programmatic hub to link girls to additional DREAMS interventions and services.
• Developing a monthly plan with target for linkage of VAGYW to other services which are provided within the same geographical location with other IP including THPS Facility partner and Pact Tanzania OVC partner – Achieve Project on Case management areas, To VAGYW (14-18
AGE) Strengthening their Families, Link positive VAGYW for alternative education (VETA) also provide service to beneficiaries from Achieve project including index testing to PAGYW and their children ETC
• Empower VAGYW through Linkage to SARROUNDING OPPORTUNITIES such as GVT Loans, apprenticeship program, entrepreneurship, leadership skills to VAGYW and even search external opportunities for them.
• Work with SEEO and EWs for Combination socio-economic approaches including adaption of AVIS approach in the program

• Understand and participate on Mobilize Communities for Change (SASA Interventions) these interventions aim to educate communities of AGYW, including boys and young men, and mobilize communities for change to keep girls HIV free and safe from violence.
• Understand and roll out Characterization of male sexual partners of AGYW to better target HIV services: To prevent HIV among AGYW, their sex partners must have access to highly effective HIV services including HTS, condoms distribution to their partners and link of PVAGY to IP who
are offering VMMC condoms, and treatment for viral suppression [106]. Therefore, it is imperative to understand who the “typical” sexual partners of AGYW.

• Support the role of FMP activities in he/her own district and conduct monthly meetings for FMP facilitators

• Implement use of a vulnerability index to understand risks of AGYW; utilize mapping tools to understand HIV acquisition among AGYW.
• Lead efforts to strengthen quality of demand generation and service provision for AGYW

• Liaise with GoT counterparts, service providers, CSO partners and stakeholders to ensure activities are well-coordinated with other national and regional programs.
• Take lead in planning, coordination, and implementation of DREAMS Initiative at district level.

• Provide technical assistance for DREAMS services through trainings and on-site mentorship activities based on national guidelines and protocols
Qualifications and other requirements specific to the role

• Social Science degrees or Clinical degrees (nurse, clinical, physician) with 3 to 5 years of relevant experience; or
• Bachelor’s Degree with 3 to 5 years of relevant experience in provision of PEPFAR DREAMS services to AGYW at community level.

• Experience working with AGYW aged 15-24 years; familiarity with evidenced-based strategies for reducing their vulnerability and providing targeted services; familiarity with the PEPFAR DREAMS package of services.
• Knowledge of health and development programs in Tanzania including familiarity with the national youth guidelines, standards and protocols. Familiarity with Tanzania public health sector at multiple levels; experience working with GoT stakeholders.
• Familiarity and experience with USAID/PEPFAR-funded programs

• Experience in programs serving KVP and AGYW. Demonstrated cultural sensitivity and sound understanding of the needs of vulnerable youth.
• Experience in technical capacity building of Tanzanian CSOs, especially those working with AGYW.

• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

• High degree of proficiency in written and spoken English communication.

• Well-developed computer skills
