Background:
In 2019, USAID/Tanzania conducted a country-level gender analysis to inform the 2020-2025 Country Development and Cooperation Strategy (CDCS) and its programming. This met USAID’s gender requirements and complies with ADS 201.3.2.9 and ADS 205.3.3 which require that Strategic Plans reflect attention to gender concerns. The 2023 Gender Equality and Women’s Empowerment Policy (Gender Policy) requires conducting a context-specific gender analysis and incorporating findings into the design and implementation of all strategies, projects, and activities, as well as attributing funding in each fiscal year to all applicable Gender Key Issues and collecting sex-disaggregated data and report on all applicable gender-related standard indicators.
To inform a new Country Development and Cooperation Strategy (CDCS) as well as the ADS 201 requirement and future programming, USAID/Tanzania Mission is commissioning USAID’s Gender Equality and Women’s Empowerment (GevDev) Hub’s Institutional Support Contract (ISC) Mechanism to hire expert consultants to conduct intersectional gender analyses. USAID/Tanzania plans to develop gender analyses for the following sectors: (1) Health (HIV/AIDS, MCH, FP, global health security, malaria, TB) (2) Education, (3) Economic Growth covering Resilience Food Security Natural Resource Management (NRM) and WASH (4) Democracy Rights and Governance (DRG). All of these sectors include several implementing mechanisms, a minority of which are already in place and have an activity-level gender analysis. These sectoral-level gender analyses will serve as a data source for mandatory gender analyses at the activity-level and will provide essential information for the development of USAID/Tanzania’s CDCS.
Objectives:
- To support in designing and conducting sectoral-level gender analyses seeking to explore the lines of inquiry outlined in the framework below to inform gender integration into USAID/Tanzania’s CDCS and gender integration in future sectoral activity
- To assess internal capacity to implement USAID Gender Equality Policy requirements and opportunity to improve capacity
Methodology and Analytical Framework:
The analyses will cover the following sectors, which mirror the Mission’s technical offices, development objectives (DO), and programming portfolios:
- Health (including HIV/AIDS, MCH, FP, global health security, malaria)
- Democracy Rights and Governance
- Economic Growth (Resilience Food Security, Natural Resources Management and WASH)
- Education
Each sector-level gender analysis should answer the following three lines of inquiry:
- Context: What are the existing gender gaps and root causes of gender inequalities (including harmful gender and social norms and disproportionate experiences of GBV), relevant to the sector or sub-sectors? What are existing gender dynamics, norms, and power structures relevant to the sector’s objectives that support or promote gender equality?
- Opportunities: What are the opportunities to reduce gender gaps and address the root causes of gender inequality, across identified marginalized groups, to achieve sector objectives and promote gender equality?\
- Risks: What are gender-specific risks, across identified marginalized groups, that could emerge as a result of the sector activity implementation? What are the proposed prevention and mitigation strategies?
USAID’s six domains of analysis provide a frame to address these questions. The primary function of the domains of gender analysis is to frame the questions that will be most relevant for revealing key gender issues, gender gaps, risks, and opportunities. The analysis will gather data to examine the three questions above by leveraging USAID’s gender analysis domains recommended in ADS 205 (205.3.2) and a sixth domain recommended for inclusive development analyses.

Position Description:
The Local Gender Subject Matter Expert will support the regional gender analysis process in close coordination with the Gender Technical Advisor consultant, USAID stakeholders and the Tanzania Gender Advisor. The team lead will be responsible for the overall design/methodology, oversight of data collection (primary and secondary), data analysis, validation, and report writing.
The estimated level of effort for this position is 27 days. The period of performance is February 2025 through May 2025. Anticipated travel includes one two-day trip to Dodoma and locally in Dar Es Salaam.

Responsibilities:
Scope of Work:
- Planning Meeting: The consultants will hold a planning call with the Mission to discuss analysis sub-questions, agree on an updated timeline, and plan for the desk review and any primary data collection, as well as the validation workshop.
- Desk Review: Conduct a comprehensive review and analysis of pertinent literature and documents. Relevant materials include:

- USAID/Tanzania previous CDCS gender analysis, Operational Plan, Performance Plan, and Report, USAID/Tanzania Activity fact sheets, relevant activity implementation documents (IP-level gender analyses, work plans, annual reports, etc.)
- Gender studies and assessments conducted by donors, NGOs, national governments, regional organizations, and the academic community
- National statistics from the National Bureau of Statistics and the UNDP Human Development Index Reports, etc.
- Recent literature including policies and regulations that addresses gender issues in specific sectors and areas of strategic interest for USAID/Tanzania

- Primary Data Collection: To address the information gaps from desk review, the analysis will include primary data collection with select technical stakeholders to explore the analysis lines of inquiry and cross-cutting topics. Priority technical stakeholders include:
- USAID technical staff (by sector 2-3)
- USAID IPs by sector (2-3)
- Key Government of Tanzania stakeholders (1-2 per sector as relevant)
- UN Donor Partner Group, Gender Working Group
- Validation Workshops: Following completion of the desk review and any primary data collection, the consultants will facilitate in-country workshops to review the preliminary findings and recommendations with the relevant technical office and discuss additional recommendations. Each session will be 1.5-2 hours in duration. Technical offices included in the validation workshops include:

- Sectoral-Level Gender Analyses (6-8 pages each): The consultants will produce 6-8 page sectoral briefs for each sector of focus, as described below.
- Review and Finalization of Draft Report: The USAID/Tanzania Gender Advisor and relevant technical specialists and gender focal points will review the draft report within 7-10 business days. The gender analysis team will update the final report based on reviewers’ feedback, which will be provided in a consolidated document.
- Summary Report of Accomplishments (1 page): Due by the final day of the assignment period of performance to the GenDev ISC management team.
Final Deliverables:
- Draft primary data collection/consultations interview guides
- PowerPoint slides decks with preliminary findings & recommendation to be used in validation workshop
- 4 Validation workshops (1.5-2 hours by technical office- depending on sectors)
- Final sectoral-level Gender Analysis Briefs (6-8 pages each).

Qualifications:
Required:
- Master’s degree in an appropriate area of specialization, plus at least 8 years of relevant professional experience, or a Ph.D. in a relevant area of study and 3 years of experience.
- Possess extensive, enterprise-wide knowledge and experience with gender analysis, and gender integration in programming and Economic Growth, Resilience Food Security, Natural Resource Management, and WASH.
- Strong verbal and written communication skills.
- Ability to prepare and deliver quality documents, presentations, and briefings to executive management.
- Strong work ethic with a solid customer service focus.
- Strong attention to detail.
- Ability to work well independently and as part of a team.
- Ability to multitask in a fast-paced, deadline-driven, and high visibility environment.
- Familiarity with Microsoft and Google Suite of products.
- Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements.
Preferred:
