Consultancy for a Digital Trade Study
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in collaboration with Expertise France (EF) and the Estonian Centre for International Development (EstDev), is implementing the EU-EAC DEEP programme. This program focuses on the Digital Economy, E-Commerce, E-Payment, and Public E-Services.
GIZ is seeking a qualified and experienced individual consultant to conduct a study on establishing a digital trade sub-community under the East African Business Council (EABC). The goal is to ensure that e-commerce sectors from all East African Community (EAC) partner states are able to participate.
Background
A key part of the EU-EAC DEEP programme is designed to make cross-border digital trade in East Africa more inclusive, and to expand and improve trade between East Africa and Europe. The program aims to support the emerging e-commerce ecosystem in East Africa. E-commerce has significant potential to improve access to low-cost, high-quality consumer goods and to open new markets for East African suppliers and SMEs.
While some countries have started to create regulatory frameworks for e-commerce, such as electronic transaction laws and e-payment strategies, these processes often fail to include key private sector actors. This can result in policies that place additional burdens and restrictions on e-commerce entrepreneurs and businesses. To address this, there is a need for private sector associations to work together to advocate for policy changes and to be informed partners in the policy-making process.
The East African Business Council (EABC) is a regional body that represents the private sector, with members from a wide range of private sector associations within the EAC. The project sees value in connecting national e-commerce communities into a regional community under the EABC. This would allow the e-commerce sectors to access a larger network of experts, contacts, and commercial partners. It would also promote regional collaboration and cross-border trade.
