Job Vacancy with Carbon Tanzania – Project Finance Officer

Carbon Tanzania is an innovative conservation business whose primary focus is to provide

unique skills and interventions that lead to the production and delivery of forest-based carbon

offsets. These carbon offsets are generated through the actions of local Tanzanian

communities conserving and managing their indigenous trees and forests. Central to Carbon

Tanzania’s innovative conservation approach is a fundamental respect for local community

land rights; this approach generates significant and sustained local economic benefits that

incentivize and enable communities to conserve their immediate environment on which their

way of life depends.

Carbon Tanzania is looking for a dynamic and energetic Accountant to work as the Project

Finance Officer within an operational field team. The Project finance officer will be

responsible for ensuring, and tracking, efficient use of revenue paid to communities from

development phase to revenues from sales of Verified Emission Reduction Carbon credits

(VER’s). Ensure revenues earned is used to maximize community benefit, standard of living

and educational opportunities within the project area.

Duty Station: Namtumbo District, Ruvuma Region

DUTIES AND RESPONSIBILITIES

Knowledge

  • Ensure every village within Carbon Tanzania’s project area understands the cost of

business associated with activities leading to the project outcomes and includes the

administration costs in their budgets.

  • Visit other Carbon Tanzania project sites to understand and share experiences.

Planning – in partnership with project manager and management team

  • Ensure every village in the project area has short-term and long-term financial plans.
  • Assist and ensure every village has budgets approved by village development

committee (VDC) supported by the community through villages general assembly

meetings.

  • Determine and strategize short-term and long-term education and health needs and

come up with proposed financial plans.

  • Design mechanism for control to avoid misuse and fraud.
  • Ensure villages incorporate crucial business costs into their budgets.

Execution – in partnership with project manager and management team

  • Liaise with district and regional offices to ensure flow of information about the use of

funds and ensure compliance with local and national accounting standards.

  • Seek clarifications and advise from district internal auditor for village internal controls.
  • Attend village meetings to announce funds provided and follow up on the village

expenditure reports to the community.

  • Strengthen the internal controls for villages to ensure no leakage and frauds.
  • Assist in procurements procedure to ensure villages adhere to government

requirements.

  • Organize dummy cheque handover event and project steering committee meetings
  • Ensure VGS have contracts, equipped well, paid in time and their financial rights are

protected.

  • Assist and coordinate with project manager, monitoring and evaluation personnel

where needed.

  • Work with COCOBA.
  • Do other tasks that contribute to the projects results assigned by the management

team.

Reviews

  • Ensure transparency of the village financials and publish report on the village notice

board.

  • Audit and verify transactions every quarter.
  • Ensure the village government expenditures are within the budget.

Communications

  • Build relationship with local and district government and submit letters and proof of

payment to regional and district offices.

  • Sending project updates report weekly to the management team.

Risks

  • Identify financial risks and communicate to the finance department.
  • Report and action any sign of fraud or misuse.

ESSENTIAL SKILLS & EXPERIENCE

  • Strong experience (minimum of 4 years) working on Finance roles.
  • Degree in Accounting, Business and Administration or finance related fields
  • CPA is added advantage
  • Accounting data and administrative management practices and procedures
  • Competency with computer skills is essential
  • Exceptional time management skills and ability to multi-task and prioritize
  • Problem solving attitude
  • Proficiency in English and Swahili as working languages
  • Must be detail oriented
  • Experience of working with community is added advantage.
  • Audit experience is an added advantage

The contract duration is performance-based with one-year duration, starting in early

September 2024. The compensation system will be commensurate with experience and

appropriate for a field-based finance Officer of a small to medium enterprise.
