Project Overview

The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and U.S. Agency for International Development (USAID) has awarded the Reaching Impact, Saturation and Epidemic Control (RISE) Project additional one-year funding (1 October 2024 to 30 September 2025) to continue supporting voluntary medical male circumcision (VMMC) services in Iringa, Morogoro, Njombe, Singida and Tabora regions. The USAID RISE VMMC Project works collaboratively with the Ministry of Health (MOH) and the President’s Office Regional Administration and Local Government (PORALG) with implementation oversight from five Regional Health Management Teams (RHMTs) and 35 Council Health Management Teams (CHMTs) in project-supported regions.

Position Summary

The Digital Health Software Developer (DHSD) position will provide technical skills on software development, enhancement and maintenance, and support the project end users during the implementation of data driven adaptive management tools. His/her primary support area includes the District Health Information System version 2 (DHIS2), mobile health solution development and scaling up project innovations underpinned by digital technology. The DHSD position will collaborate with the Monitoring, Evaluation and Learning (MEL) team during the requirement gathering and user acceptance phases of the application development and customization. S/he will be responsible for the creation of all DHIS2 and Android package kit (APK) back-end components during the development phases. The DHSD position will facilitate communication of complex technical information in a user-friendly manner and will provide support to the project team after the system “goes live”, and guide the Project Management Team to troubleshoot and achieve system efficiencies.

Responsibilities

Software Development and Customization

  • Design, develop, and enhance software applications to support project data management and health systems, with a focus on DHIS2 and mobile health platforms.
  • Provide support to the project team using DHIS2 and other mobile health solutions throughout the application development lifecycle and staff training.
  • Develop custom modules, applications, and workflows within DHIS2 to meet the needs of the RISE project.
  • Manage data migrations and integrations between various health information systems and platforms including DHIS2.
  • Work closely with the Monitoring, Evaluation and Learning (MEL) Advisor during the requirement gathering, user acceptance and deployment sessions.
  • Develope and improve the existing user manuals, Standard Operating Procedures and other supporting documents.
  • Implement regular DHIS2 updatess and enhancement, ensure smooth functionality and data security.

Data Modeling and Analytics

  • Develop and implement data models to support monitoring and evaluation activities, providing insights into VMMC service delivery.
  • Develop scripts and tools to automate the integration of data from multiple sources into DHIS2 instance.
  • Automate the export functions for the most frequently used MEL reports including real time and cross-sectional reports, to ease integration with PowerBI.
  • Ensure data processes are scalable and efficient, reducing manual work while maintaining data quality.
  • Design and develop reports, dashboards, and data visualizations for program managers and stakeholders including the use of Power BI fpr visualizationWork closely with MEL Advisor to conduct technical research on the new system features and provide relevant presentations to the end users.
  • Provide support for the systems after going live in a very dynamic, multi-disciplinary, geographically-distributed, and time-sensitive work environment.
  • Perform other duties assigned from time-to-time by your supervisor.

Quality Assurance and Compliance

  • Ensure the implementation of data security protocols and compliance with international and national data protection regulations.
  • Monitor the performance of project related digital health systems and ensure timely resolution of technical issues.

Technical Support and Capacity Building

  • Conduct training sessions and workshops for project staffs,and stakeholders on data management, database use, and mobile solutions.
  • Provide ongoing troubleshooting, support, and maintenance of digital health systems including DHIS2.

Collaboration and Communication

  • Collaborate with project stakeholders, including Ministry of Health officials, donors, and implementing partners, to align digital health solutions with national health priorities.
  • Participate in meetings and workshops, providing technical expertise on digital health and data science.
  • Facilitate communication of complex technical information in an easy and user-friendly manner.

Required Qualifications

  • Bachelor’s degree in the field of computer science, or related. An equivalent combination of relevant education and experience will be an added advantage.
  • 3 years’ experience developing DHIS2 and mobile health solutions, as well as experience developing web applications with Java/J2EE, Spring, Struts, Apache Velocity templates, Hibernate, etc
  • Strong skills in programming languages such as Python, JavaScript, SQL, and familiarity with APIs and web development frameworks
  • Knowledge of Tanzania  Health Management Information Systems
  • Knowledge of SQL, MySQL, Oracle databases, PostgreSQL
  • Experience in developing Android Package Kit (APK) components for mobile health applications
  • Understanding of agile software development methodologies, values, and procedures
  • SOA design and web service development including REST, SOAP, JSON
  • Experience with client-side scripting including JavaScript, JQuery, HTML5
  • Basic understanding of Data Modeling and Data Warehouse technologies
  • Familiarity with APIs and web development frameworks for integrating mobile health applications with DHIS2 or other systems
  • Demonstrated experience facilitating training and building capacity of individuals and organizations.
  • Excellent written and oral communication and presentation skills in Kiswahili and English.
  • Demonstrated self-management (e.g. motivation, dealing with pressure, adaptability, diplomacy).
  • Ability and willingness to travel up to 20% of the time.
