TERMS OF REFERENCE FOR RECRUITMENT AGENCY SERVICES

Background:

BRAC is a non-governmental development organization dedicated to helping poor and disadvantaged communities. BRAC Maendeleo Tanzania is looking for a qualified recruitment agency to help with their hiring needs. The agency will be responsible for sourcing, assessing, and recommending candidates, ensuring a professional recruitment process.

Scope of Services:

The recruitment agency will be expected to:

• Review BRAC Maendeleo Tanzania’s Recruitment Policy.
• Advertise open positions.
• Shortlist and screen candidates.
• Conduct assessments and provide a list of high-potential candidates for internal interviews.
• Coordinate with the BRAC Maendeleo Tanzania Human Resource Department.
• Maintain strict confidentiality.
• Adhere to all BRAC Maendeleo Tanzania policies, including the Whistleblowing, Safeguarding, and Code of Conduct policies.

Minimum Requirements:

The service provider should have the following qualifications and experience:

• Relevant academic qualifications in Human Resource Management, Industrial Psychology, or a related field.
• A minimum of 6 to 8 years of proven experience in recruitment and selection, preferably within the NGO sector in Tanzania.
• A sound understanding of Tanzanian labor laws and regulatory frameworks.
• Excellent communication, reporting, analytical, and facilitation skills.

Guidelines for Proposal Submission:

Interested service providers must submit both a Technical and Financial Proposal, including:

• Proof of business ownership or registration (BRELA).
• Memorandum and Article of Association.
• TIN Certificate and VAT Registration Certificate (VRN).
• Valid business license.
• Latest TRA Tax Compliance certificate.
• A detailed company profile.
• Qualifications and experience of key personnel.
• Evidence of previous experience with similar clients, including at least three contactable references.
• Audited reports and financial statements for the latest two years.

Contract Duration:

The agency will be engaged on a framework basis, with assignments to be completed within agreed timelines.

Cost of Proposal Submission:

BRAC Maendeleo Tanzania will not be liable for any costs incurred by applicants in preparing and submitting proposals. The proposed budget must include all associated costs to be borne by the service provider.

Important Notice:

• Failure to submit all required documents will result in automatic disqualification.
• BRAC Maendeleo Tanzania reserves the right not to award the contract to any applicant.
• BRAC Maendeleo Tanzania reserves the right to revise the scope of work or terminate the agreement at any stage based on performance and quality of services.

Submission of Proposals & Evaluation Criteria:

Proposals should be submitted by September 19, 2025, at 1700 hours East Africa Time (GMT+3) to the Procurement Department via email: bmtadmin@brac.or.tz. Proposals received after the deadline will not be considered.
