Position 1: Fisheries Officer

Project: Reinforcing Management and Governance of Ocean and Coastal Resources (REMAGO)
Location: Kilwa (with regular travel to Kibiti, Mafia Island, and Dar es Salaam)
Reports To:

  • Line 1: Senior Project Officer (SPO)
  • Line 2: Seascape Programme Lead
    Supervises: Kilwa-based Driver and Office Attendant

1. Project Overview

The Reinforcing Management and Governance of Ocean and Coastal Resources (REMAGO) project, funded by GIZ, aims to strengthen community capacity in managing and conserving marine and coastal resources for improved economic wellbeing in Rufiji, Kibiti, and Kilwa.

Key project focus areas include:

  • Strengthening conservation and management of fisheries and marine protected areas (MIMP and CFMAs).
  • Building economic resilience through Community Microfinance Groups (CMGs) and livelihood diversification.
  • Supporting infrastructure development such as market handling facilities.
  • Promoting knowledge sharing on sustainable marine resource use.
  • Enhancing skills and institutional capacity among communities and stakeholders.

2. Main Function

The Fisheries Officer supports the implementation of project activities to strengthen community capacity for sustainable management of marine and coastal resources, ensuring ecological balance and improved livelihoods. The role involves working closely with district authorities, community groups, and stakeholders to improve fisheries governance, support livelihoods, and enhance data accuracy and quality in fisheries value chains.


3. Key Duties and Responsibilities

  • Provide technical input for improving fisheries governance in BMUs, VLCs, and CFMAs.
  • Support project planning, management, monitoring, and reporting.
  • Prepare technical progress and annual reports.
  • Participate in budgeting and work plan development.
  • Support WWF TCO’s Conservation Strategic Plan (CSP3) implementation.
  • Facilitate community-led business and investment opportunities (e.g., Somanga fish market).
  • Develop and manage Somanga Fish Market business plans and sustainability strategies.
  • Engage community leaders, BMUs, and committees for market construction and operations.
  • Oversee project-related contracts with third-party institutions.
  • Strengthen surveillance, monitoring, and enforcement against illegal fishing and mangrove deforestation.
  • Support development of sustainable fishing enterprises (e.g., CMGs, VICOBA).
  • Coordinate training for marine resource management and capacity building.
  • Manage the WWF Kilwa Office, including staff, equipment, and logistics.
  • Perform other duties as assigned by supervisors, including fieldwork under variable conditions.

4. Qualifications and Experience

  • Bachelor’s Degree in Aquatic Sciences, Fisheries, Marine Sciences, or Natural Resource Management (Master’s preferred).
  • Minimum 3 years of experience in marine and coastal resource management.
  • Strong understanding of coastal community contexts and livelihoods.
  • Proven ability to work independently and in remote environments.
  • Excellent research, analytical, and communication skills.
  • Technologically proficient, with strong knowledge of digital tools.
  • Proficient in English and Kiswahili (written and spoken).
  • Computer literacy in MS Word and Excel; report writing skills required.

5. Working Relationships

Internal:

  • Reports to the Senior Project Officer (SPO).
  • Collaborates with Marine Programme Lead, finance, and livelihood teams.

External:

  • Works with district officials (Fisheries, Environment, Cooperative Officers, etc.),
    CBO networks, fishers, and community leaders.
  • Engages with GIZ focal points and local institutions.

1. Project Overview

The REMAGO Project, funded by GIZ, aims to improve marine and coastal resource management in Rufiji, Mafia, and Kilwa by enhancing community participation, building resilience, and supporting sustainable livelihoods and infrastructure development.


2. Main Function

The Senior Project Officer oversees the implementation of the REMAGO project, providing leadership in project planning, execution, reporting, and stakeholder engagement. The SPO ensures project objectives are met in alignment with WWF’s conservation goals and manages field operations, partnerships, and communications.


3. Key Duties and Responsibilities

  • Provide overall project oversight, ensuring delivery within timelines and budget.
  • Supervise field teams and ensure quality of project outputs.
  • Coordinate with GIZ, government, and stakeholders for implementation progress.
  • Develop and manage Terms of Reference (ToRs) for consultants and contractors.
  • Oversee construction of fish market facilities and infrastructure.
  • Implement WWF TCO’s Marine Programme and Conservation Strategic Plan.
  • Lead training and capacity building for partner institutions and communities.
  • Prepare high-quality technical progress reports (semi-annual and annual).
  • Manage relationships with government entities (Fisheries Division, MPRU, NEMC, etc.).
  • Support conservation planning and sustainable livelihood initiatives.
  • Manage project budgets, monitoring, and evaluation processes.
  • Perform other duties as directed by the Seascape Programme Coordinator.

4. Qualifications and Experience

  • Master’s Degree (MSc) in Marine Science, Aquatic Sciences, Fisheries, Natural Resource Management, or Blue Economy.
  • Minimum 5 years of experience in marine/coastal resource management.
  • Demonstrated expertise in project management, stakeholder engagement, and coordination.
  • Proven success in fundraising, proposal writing, and budget oversight.
  • Strong analytical, communication, and report-writing skills.
  • Familiarity with global marine resource management policies.
  • Fluent in English and Kiswahili.
  • High computer literacy (MS Word, Excel, etc.).
  • Understanding of WWF’s core values: Courage, Respect, Integrity, and Collaboration.

5. Working Relationships

Internal:

  • Reports to the Marine Programme Lead.
  • Coordinates with the WWF TCO Conservation Manager, Finance, Operations, and People & Culture departments.

External:

  • Engages with the Fisheries Division, Vice President’s Office, and relevant District Authorities.
  • Liaises with WWF International and GIZ for technical and operational collaboration.
