Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania to address public health issues including maternal and child health, HIV, TB, malaria, and nutrition since 1987.
Funded by PEPFAR through CDC Tanzania, Amref implements the Afya Thabiti Project, a comprehensive HIV care and treatment cascade initiative aimed at accelerating the achievement of the 95-95-95 HIV epidemic control goals. The project has been implemented in Mara, Simiyu, and Zanzibar since October 2023 and expanded to Dar es Salaam from January 2026, covering both facility and community-based HIV services.
The project is implemented in collaboration with the Tanzania Ministry of Health, Zanzibar Ministry of Health, and the President’s Office – Regional Administration and Local Government (PORALG).

 Position: Continuous Quality Improvement (CQI) Advisor
Job Description
The CQI Advisor will provide strategic leadership, technical oversight, and mentorship in designing, coordinating, and implementing Continuous Quality Improvement (CQI) activities under the Afya Thabiti Care and Treatment Project.
The role ensures HIV service delivery adheres to national standards, PEPFAR priorities, and evidence-based CQI methodologies. The Advisor will build the capacity of regional and facility QI teams, promote data-driven performance improvement, and strengthen a culture of quality in health service delivery.
 Key Roles and Responsibilities
Technical Oversight and Capacity Strengthening
- Provide overall CQI direction, management, and technical support to regional and facility teams to implement sustainable CQI initiatives aligned with national guidelines and PEPFAR standards.
- Build capacity of technical, regional, council, and facility QI teams in CQI methodologies, including data-driven monitoring, root cause analysis, and QI cycles.
- Identify capacity gaps and provide targeted mentorship to healthcare providers and QI teams to improve HIV care and treatment services.
- Institutionalize quality standards through internal and external quality assessments, supportive supervision, and remediation actions guided by MoH.
- Ensure compliance with MoH, CDC, and PEPFAR requirements for CQI, including SIMS, IPC, and follow-up on corrective actions.
Coordination and Collaboration
- Work with health facilities, RHMTs, and CHMTs to design and monitor CQI interventions addressing service delivery gaps across the HIV cascade.
- Mentor regional and facility teams on the Plan–Do–Study–Act (PDSA) model to test and scale effective improvements.
- Strengthen collaboration with MoH, RHMTs, CHMTs, and implementing partners to harmonize CQI approaches and ensure sustainability.
Data Use and Reporting
- Promote data-driven decision-making by supporting teams to analyze, interpret, and apply data for continuous improvement.
- Compile monthly, quarterly, and annual CQI reports highlighting best practices, challenges, and recommendations.
- Represent the project in national, regional, and partner CQI forums and contribute to MoH- and donor-led CQI initiatives.
Other Duties
- Support documentation and dissemination of success stories, lessons learned, and best practices.
- Perform any other duties assigned by the supervisor to support project success.
 Qualifications
Education and Experience
- Advanced degree (Master’s or higher) in Medicine, Nursing, Public Health, or related health field.
- MD with Public Health training or Quality Improvement certification is an added advantage.
- Minimum 5 years of hands-on experience implementing QA/CQI programs, preferably under PEPFAR-supported HIV initiatives.
- Experience mentoring healthcare workers and QI teams at national, regional, and council levels.
- Strong understanding of M&E systems, data analysis, and data utilization.
- Familiarity with national CQI policies, including the Tanzanian Quality Improvement Framework for Health Care.
- Experience working with MoH, CDC, PORALG, and other stakeholders.
Skills and Competencies
- Excellent technical expertise in CQI and health system strengthening.
- Strong analytical, problem-solving, and decision-making abilities.
- Strong leadership, facilitation, and interpersonal communication skills.
- Proficiency in Microsoft Office and data systems such as DHIS2, CTC2, and DATIM.
- Fluency in English and Kiswahili.
