Recruitment Note

Technical cooperation appointments:
- Do not lead to a career with the ILO.
- Do not carry expectations of renewal or conversion.
- Are issued as one-year fixed-term contracts.
- Extensions depend on funding availability, functional need, and satisfactory performance.
Entry Salary: For external candidates, appointment is normally at Step 1 of the grade. The entry salary for this position is KES 7,836,846 per year.

The ILO’s Global Programme on the Approach to Inclusive Market Systems (AIMS) has been central in applying market systems development (MSD) methodologies to fragile and displacement-affected contexts. Developed in 2014 with UNHCR, the programme now operates in over 20 countries to support refugee-inclusive economic growth and decent job creation.
AIMS works to:
- Identify sectors with high economic potential.
- Engage private sector actors to drive market-based solutions.
- Promote refugee and host community employment through inclusive business models.
With support from Austrian Development Aid (ADA), AIMS will expand interventions in Kenya and Lebanon. In Kenya, the initiative focuses on the beauty and artisanal sectors, identified as highly relevant for urban refugees in Nairobi, Mombasa, and Nakuru.
The project aims to:
- Strengthen MSMEs and start-ups.
- Support innovation and expansion.
- Promote refugee-inclusive business models aligned with decent work standards.
The National Project Coordinator will play a key role in implementing the ADA-funded AIMS initiative in Kenya.
Reporting Lines
- Direct Supervision: Director, ILO Country Office – Dar es Salaam
- Technical Guidance: Senior Specialist for Sustainable Enterprises, Productivity and Just Transition (DWT Pretoria), and other technical specialists as required
- Additional Guidance: ILO AIMS HQ team (MSME/ENTERPRISES)
Description of Duties
- Lead timely implementation, monitoring, and evaluation of the project in line with ILO policies, rules, and approved work plans. Provide technical and administrative supervision to project staff.
- Contribute to programme and project development, including drafting inputs for proposals, country strategy papers, reviews, and evaluations.
- Monitor AIMS global programme activities by reviewing work plans, progress reports, and related documentation, ensuring clarity and quality. Promote gender equality and non-discrimination throughout project design and implementation.
- Identify implementation challenges and propose actionable solutions; follow up with headquarters, DWT Pretoria, government, social partners, and other stakeholders.
- Conduct market systems analyses and field assessments on Kenya’s beauty and construction sectors to design strategies promoting refugee-inclusive growth and decent jobs.
- Provide or facilitate access to legal and policy advice related to MSD intervention implementation.
- Organize training sessions and awareness-raising activities for private sector partners, public institutions, and project stakeholders.
- Contribute to action plans for MSD interventions and coordinate project activities across various regions in Kenya.
- Maintain strong collaboration with ILO specialists in Pretoria, field offices, and Headquarters.
- Prepare periodic progress reports and ad hoc technical documents for the ILO and donors.
- Manage the project’s administrative functions, including supervision and guidance of project personnel.
- Ensure high-level communication and visibility for the project, liaising with the UN country team and media as directed.
- Perform any other duties assigned by the ILO Country Director.
Required Qualifications
Education
- First-level university degree in business administration, economics, private sector development, environmental studies, development studies, or a related field.
- Training or experience in market systems development (MSD) is an added advantage.
Experience
- At least three years of relevant national-level professional experience in private sector development, value chain development, or market systems development.
- Experience in MSD tools and methodologies is an asset.
Languages
- Excellent command of spoken and written English.
Competencies
- Strong knowledge of entrepreneurship, business start-up development, and MSD/value chain development.
- Good understanding of local economic and political contexts.
- Strong analytical, research, and report-writing skills.
- Ability to organize trainings/workshops and coordinate multi-stakeholder activities.
- Ability to guide external collaborators and staff.
- Strong team leadership and interpersonal skills.
- Ability to work independently with minimal supervision.
- Ability to work effectively in multicultural and gender-sensitive environments.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and related software.
