NORPLAN Tanzania Ltd (NORPLAN) is a multidisciplinary firm of Consulting Engineers registered with Engineers Registration Board as a Local Consulting Company under Registration Number LCF 092. NORPLAN is a member of Association of Consulting Engineers Tanzania (ACET).

Due to the expansion of our consultancy services, we are seeking applicants for the post of Construction EITS (Electrical, Instrument & Telecommunications Systems) Supervisor.

Job Brief

The Construction Supervisor EIT (Electrical, Instrument and Telecommunications Systems) is responsible for supervising the day-to-day construction activities of the project installation and commissioning of electrical, instrumentation, telecom’s infrastructure, and security systems within the AGI, MST facilities and along the pipeline.

They will ensure the work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.

Role and Responsibilities

The EITS Supervisor will be responsible for the supervision of the EITS construction team across the package work scopes allocated to their areas. He/She will therefore be responsible for:

  1. To supervise the EITS scopes within the allocated LOT’S of the Pipeline, AGI, and MST area packages
  2. To support and promote on-the-job training and coaching to local content personnel
  3. Directly supporting the EPcmC staff & the CONTRACTORS ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget
  4. Implement, use, and communicate safe work practices on and off the project sites
  5. Coordinating Daily Reporting requirements for the EITS Installations
  6. Participate in the review of project schedules with the Project Management team
  7. Identify conflicts in construction interfaces and communicate them to project team for resolution
  8. Conduct regular inspections of the works in progress to ensure conformance and build integrity
  9. Providing instruction and supervision to junior field engineers on day-to-day work scope execution
  10. Interface with project preservation team to ensure EITS modules, skids and equipment are being correctly stored and monitored for preservation integrity
  11. Interface with AGI, Pipeline and MST Superintendents to ensure the delineation of battery limit scopes are clearly communicated and understood by all stakeholders.
  12. Monitor SAT’s and ensure the test reports are verified and endorsed by the relevant authorities/SME
  13. Monitoring of ITP inspection surveillance and hold points by the designated personnel.
  14. Work within a multi-cultural business framework and provide ethical and compliant support.
  15. Mentor exemplary behaviour regarding HSE, Ethics and Company “Code of Conduct” policy.

Qualifications

  1. Degree qualification (BS) in electrical/ instrumentation/telecom’s engineering or other Company agreed applicable discipline qualifications that support the construction management, execution, and commissioning of the EITS scopes within the onshore pipeline and related AGI and MST facilities packages
  2. 5 years of E&l experience working within a cross-functional oil & gas pipeline project team supporting; electrical engineering, interface, construction, completions, and commissioning readiness.
  3. Experience working with and analyzing construction data to create accurate reporting KPI’s and progress status back to the project management team
  4. Required Competencies
  5. Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office; Word, Excel, PowerPoint, Visio
  6. Demonstrated knowledge of compliance, risk controls and site HSE requirements
  7. Understanding of critical path and key milestones within the construction planning programs
  8. General knowledge of codes and standards such as; ISO, IEC, NFPA,
  9. Knowledge and experience working on HV/MV power systems, MCC, sub-stations installations
  10. Knowledge and experience working on instrumentation controls, ICSS, SCADA installations
  11. Knowledge and experience working on telecoms, fibre, backbone, and CCTV network installations
  12. Comprehensive knowledge and experience with LOTO and electrical isolation procedures
  13. Demonstrated knowledge of system/ sub-systems testing, commissioning and completions management
  14. A high focus on identifying and meeting the key project deliverables and objectives
  15. Demonstrated proficiency in the interpretation of engineering drawings, plans and specifications
  16. Demonstrated communication skills including the ability to articulate E&l construction concerns and solutions with teams consisting of individual with various technical and educational backgrounds.
  17. Previous experience working with multinational contractors and reporting their performance.
  18. Staff management experience (knowledge of mentoring and motivation techniques)
  19. Autonomous, self-motivated, and flexible with the ability to adapt quickly to changes or shifting priorities
