Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania to address key public health challenges including maternal and child health, HIV, TB, malaria, and nutrition since 1987.

Amref is funded by PEPFAR through CDC Tanzania to implement the Afya Thabiti Project, a comprehensive HIV care and treatment cascade initiative aimed at accelerating achievement of the 95-95-95 HIV epidemic control targets. The project has been active in Mara, Simiyu, and Zanzibar since October 2023, and expanded to Dar es Salaam in January 2026 to support facility- and community-based HIV services.

Amref works in close collaboration with the Tanzania Ministry of Health, Zanzibar Ministry of Health, and PORALG.


 Position: Database & Systems Developer

Job Description

The Database and Systems Developer is responsible for designing, developing, optimizing, and maintaining databases that support HIV/AIDS and TB program data under the PEPFAR/CDC-funded Afya Thabiti Project.

The role works closely with SI, M&E, and IT teams to ensure seamless integration of data from national systems such as CTC2/3, DHIS2, DATIM, HTS Tracker, e-LMIS, and Laboratory Information Systems. The position plays a key role in ensuring data quality, system interoperability, and timely reporting to support evidence-based decision-making and overall program performance.


 Key Responsibilities

A. Database Design, Development & Optimization

  • Design, develop, and maintain central and regional databases supporting HIV/TB care and treatment data.
  • Develop and maintain data structures, queries, stored procedures, and data pipelines.
  • Create and update database documentation including ERDs, data models, and schema diagrams.
  • Ensure scalability, reliability, and performance optimization of databases.

B. System Integration & Data Automation

  • Support integration of Amref systems with national platforms (CTC3, DHIS2, DATIM, HTS Tracker, Lab systems, e-LMIS).
  • Develop dashboards and reporting tools (Power BI, DHIS2, or web-based visualizations).
  • Maintain smooth synchronization between site-level and central databases.

C. Data Quality & Security

  • Implement and monitor data validation rules and integrity checks.
  • Develop backup, recovery, and data security protocols in line with MOH and Amref standards.
  • Conduct database audits to identify and resolve data quality issues.

D. Technical Support & Capacity Building

  • Provide technical support to SI and M&E teams regarding database use and system troubleshooting.
  • Build capacity of regional staff on SQL, data extraction, and visualization tools.
  • Document SOPs, workflows, and procedures for sustainability.

E. Reporting & Analytics

  • Generate timely, accurate data extracts and reports for internal, donor (PEPFAR/CDC), and MOH reporting.
  • Support program analytics for performance monitoring and quarterly reporting.
  • Contribute to MER datasets and submissions to DATIM and related reporting systems.

 Qualifications

Education

  • Bachelor’s degree in Computer Science, Information Systems, Software Engineering, Data Science, or related field.
  • Master’s degree in IT, Data Management, or related field is an added advantage.

Professional Experience

  • 3–5 years of progressive experience in database development or management, preferably within PEPFAR/CDC-supported HIV/TB programs.
  • Strong experience with MS SQL Server, MySQL, or PostgreSQL.
  • Proven experience with health information systems (CTC3, DHIS2, DATIM, EMR, HTS Tracker, Lab systems).
  • Experience in API development, ETL pipelines, and automation scripts.
  • Familiarity with visualization tools (Power BI, Tableau, DHIS2 Analytics).
  • Understanding of MOHCDGEC, NACP, and NTLP data reporting structures.

Technical Skills

  • Proficiency in SQL programming, stored procedures, and query optimization.
  • Knowledge of Python, PHP, R, or .NET for database-driven applications.
  • Understanding of system interoperability and web-based architecture.
  • Knowledge of health data security, confidentiality, and privacy standards.
  • Experience with cloud databases (Azure, AWS RDS) or server administration is desirable.
