Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania since 1987 in addressing public health challenges, including maternal and child health, HIV, TB, malaria, and nutrition.

Through funding from PEPFAR via CDC Tanzania, Amref implements the Afya Thabiti Project, which aims to achieve the 95-95-95 HIV epidemic control goals. The project has been implemented in Mara, Simiyu, and Zanzibar since October 2023, and expanded to Dar es Salaam starting January 2026.

The project supports both facility and community-based HIV prevention, care, and treatment services, working in collaboration with the Ministry of Health (MoH), Zanzibar Ministry of Health, and PORALG.


📍 Position: District Technical Coordinator

Job Description

The District Technical Coordinator oversees and strengthens HIV/AIDS care, treatment, and prevention services within the district. This includes ensuring high-quality, client-centered care across HIV testing, linkage, PrEP, PMTCT, CECAP, ART initiation, retention, viral suppression, and integration of AHD, Hepatitis, STIs, and NCD services.

The Coordinator provides technical leadership to district experts, supervises project implementation, collaborates closely with R/CHMTs and facility teams, and promotes data-driven decision-making. The role advises the Regional Program Manager on HIV testing, prevention, and ART clinical service matters.


📝 Key Responsibilities

Clinical Services Delivery

  • Lead and coordinate HIV/AIDS care and treatment programs across the district, providing technical support and supervision to staff.
  • Ensure effective management of the HIV clinical cascade: case identification, adherence counseling, ART initiation, retention, viral suppression, and prevention.
  • Oversee community-based HIV testing, including Linkage Case Management (LCM) and outreach programs.
  • Ensure integration of AHD, CD4 testing, Hepatitis, STIs, and other services into HIV care per national guidelines.
  • Provide guidance on Differentiated Service Delivery Models (DSDMs), including same-day ART, multi-month dispensing, and community refills.
  • Conduct joint technical oversight with R/CHMT, donors, and project staff to improve service quality.
  • Develop and implement SOPs and job aids aligned with national standards.
  • Coordinate capacity building of healthcare workers in line with national and donor guidelines.
  • Track and analyze project performance, identify gaps, and implement improvement strategies.
  • Collaborate with regional authorities, stakeholders, IPs, and CSOs for harmonized HIV prevention and care delivery.
  • Ensure high-quality data collection, cleaning, and timely reporting from facilities to the central office.
  • Monitor CQI indicators and develop remediation plans for underperforming facilities.
  • Participate in technical meetings (district, regional, CDC) to review progress and address challenges.
  • Use program data to guide decision-making and document best practices.
  • Coordinate preparation of weekly, monthly, quarterly, and annual project reports.
  • Coordinate development of district work plans and budgets.
  • Provide technical oversight for budget implementation, resource allocation, and supply availability.

🎓 Qualifications

Education & Experience

  • Doctor of Medicine (MD) required.
  • Master’s in Public Health (MPH) or related field is an added advantage.
  • Minimum 5 years of experience in HIV testing, care, and treatment, including technical support at facility and community levels.
  • Extensive experience coordinating regional ART and HIV prevention services, including planning, budgeting, and supervision.
  • Strong history of collaboration with R/CHMTs, HMTs, and community stakeholders.
  • Proven skills in data analysis and program performance improvement.

Knowledge, Skills & Competencies

  • Expertise in HIV/AIDS care, ART management, DSD models, and community HIV prevention.
  • Strong program management skills: planning, budgeting, implementation, and monitoring.
  • Effective collaboration with government, NGOs, and community organizations.
  • Strong communication, leadership, mentorship, and team management abilities.
  • Competency in financial management, including budget tracking and resource optimization.
  • Proficiency in MS Office and familiarity with CTC2, CTC Analytics, and DHIS2 systems.
