Job Title: Extractives Technical Specialist
Project Name: Field Support Services Project (FSSP), Tanzania
Job Type: Consultant
Location: Dar es Salaam, Tanzania (with responsibilities extending across Tanzania mainland and Zanzibar)
Reporting to: FSSP Tanzania Project Manager
Remuneration: Fees subject to negotiation and shall not exceed established market rates
Indicative Level of Effort (LoE): Up to 30 hours per month, fixed term of one (1) year
Citizenship Requirement: Open to Tanzanian citizens only. Candidates must be currently based in or willing to relocate to Dar es Salaam at their own expense.
Language Requirements: Fluency in spoken and written English and Swahili
Commencement Date: 1 December 2025

Project Description
The Field Support Services Project (FSSP) – Tanzania, implemented by Alinea International and funded by Global Affairs Canada (GAC), provides strategic technical and logistical support to enhance the impact of Canada’s development cooperation in Tanzania.
The FSSP supports programming aligned with both Tanzania’s national priorities and Canada’s Feminist International Assistance Policy, strengthening initiatives in key sectors such as:
- Environment and Climate Change
- Education
- Health
- Gender Equality
- Communications
- Extractives
- Public Finance
- Infrastructure
- Monitoring & Evaluation (Results-Based Management)
About the Role
The Extractives Technical Specialist will provide consultancy services to FSSP Tanzania, offering high-level technical assistance and sector insights to Global Affairs Canada (GAC), the Government of Tanzania, and other stakeholders in the extractives sector.
Key Responsibilities
- Provide technical advice and analysis to GAC, the Government of Tanzania, and other partners on extractives sector issues.
- Contribute to the development of Canada’s policy advocacy and programming in the extractives sector in Tanzania and the region.
- Support GAC’s engagement and coordination with government institutions, private sector stakeholders, and development partners.
- Maintain an up-to-date understanding of extractive sector stakeholders, policies, strategies, and programs in Tanzania.
- Collect, analyze, and share data on Tanzania’s extractives sector, including monitoring sectoral priorities, trends, and policy developments.
- Review and analyze legislation, regulations, policies, and private sector initiatives, and present findings to relevant stakeholders.
- Develop and maintain strong collaborative relationships with government agencies, civil society organizations, and industry associations.
- Participate in relevant technical working groups and coordination forums.
- Support strategic planning, project pipeline development, and implementation activities.
- Prepare briefing materials, event documentation, and coordination support for key meetings.
- Perform additional duties as required to support GAC’s engagement in the extractives sector.
Required Qualifications
- Advanced degree (Master’s or Doctorate) in Natural Resource Management, Extractives Policy/Regulation, Economics, Political Economy, Business, or a related discipline.
- Minimum of eight (8) years of cumulative, full-time professional experience in the extractives sector in Tanzania, preferably in management, policy, or business roles.
- Strong understanding of:
- Tanzanian mining sector governance and institutional frameworks
- Legislation and policies related to mining and natural resources
- Sustainable mining and ESG standards
- Mineral value chains and market dynamics
- International mining standards and artisanal/small-scale mining practices
Core Competencies and Skills
- Proven ability to liaise effectively with government officials, development partners, and civil society organizations.
- Strong research, analytical, and writing skills, with the ability to synthesize complex information clearly.
- Excellent communication and presentation skills, both written and verbal.
- Demonstrated collaboration and relationship-building skills with diverse stakeholders.
- Ability to work independently and proactively, managing multiple priorities efficiently.

- Contract Duration: One (1) year, renewable based on performance and project needs.
- Level of Effort: Up to 30 hours per month.
- Location: Dar es Salaam, with travel across Tanzania mainland and Zanzibar.
