1. ORGANIZATION BACKGROUND

Community Economic Empowerment and Legal Support (CEELS) is a registered non-governmental organization headquartered in Sumbawanga Municipality, Rukwa Region, with operations across all councils in Rukwa and Katavi Regions.

Mission: To facilitate participatory community development and empower meaningful people’s livelihoods for sustainable development.

2. PROJECT OVERVIEW

In partnership with The Nature Conservancy’s Lake Tanganyika Program, CEELS is implementing a Fisheries Co-Management and Freshwater Biodiversity Protection Project in four villages within Kala Ward, Nkasi District Council—namely Mpasa, Tundu, Kala, and Kilambocha Mkolechi.

The project aims to empower local communities and stakeholders to effectively manage, protect, and conserve fisheries resources in alignment with the Fisheries Act.

Key initiatives include establishing and operationalizing Co-Management Institutions (CMIs) such as Beach Management Units (BMUs) and Collaborative Fisheries Management Associations (CFMAs). These community-led institutions bring together all fisheries value chain actors—fishers, boat owners, processors, and consumers—to develop and adopt best management practices for sustainable fisheries resources.


3. POSITION ANNOUNCEMENT

Position Title: Fisheries Technical Coordinator

Duty Station: One of the villages in Kala Ward, Nkasi District Council

Overall Purpose

The Fisheries Technical Coordinator will be responsible for coordinating and implementing fisheries co-management and freshwater biodiversity protection initiatives. The role ensures compliance with sustainable practices, project standards, and national regulatory frameworks.


4. KEY RESPONSIBILITIES

  • Coordinate and implement fisheries co-management strategies and biodiversity protection measures.
  • Collaborate with government agencies, local authorities, research institutions, NGOs, and community members to strengthen fisheries management.
  • Facilitate community capacity-building and promote ownership in fisheries resource management.
  • Ensure compliance with national fisheries laws, regulations, and co-management guidelines.
  • Support development, approval, and enforcement of fisheries by-laws and management plans for BMUs and CFMAs.
  • Follow up on issuance of certificates of registration by the Director of Fisheries.
  • Organize and facilitate workshops, training sessions, and community outreach programs on sustainable fisheries practices.
  • Work with stakeholders to designate and legally recognize freshwater community-protected areas such as breeding zones and seasonal closed areas.
  • Collaborate with research institutions (e.g., TAFIRI) to support fish stock and biodiversity studies.
  • Conduct fieldwork in diverse and sometimes remote environments.
  • Represent CEELS at stakeholder meetings and events, including occasional weekend and evening sessions.

5. MINIMUM QUALIFICATIONS

  • Bachelor’s Degree in Marine Ecology/Biology, Fisheries Science, or a related field.
  • At least 3 years of experience in fisheries resource management or a similar role.
  • Strong understanding of Tanzanian Fisheries Legislation, Fisheries Policy, and Co-Management Guidelines.
  • Proven experience working with BMUs, local government authorities, and the Fisheries Division.
  • Excellent communication, interpersonal, and stakeholder engagement skills.
  • Strong organizational and multitasking abilities.
  • Experience in community mobilization and conducting training sessions for local communities.
  • Ability to work effectively in rural and remote areas with diverse groups, including women, youth, and people with disabilities.
  • Competence in data analysis using tools such as Microsoft Excel or other statistical software.

6. DESIRED QUALIFICATIONS

  • Master’s Degree in Marine Ecology/Biology, Fisheries Science, or a related discipline.
  • At least 5 years’ experience in conservation practice or a related field.
  • Demonstrated experience working with coastal or lake fishing communities.
  • Experience in designing and delivering both online and in-person training and workshops.
  • Multi-lingual and multi-cultural experience is an advantage.
  • Fluency in Swahili is required.
