Job Summary
The Grant and Finance Officer ensures that all financial transactions and grant-related processes comply with CARE’s financial policies, donor regulations, statutory requirements, and accepted accounting standards.
Key aspects of the role include:
- Preparing accurate and timely financial reports for management and donors.
- Managing awards and sub-awards in line with policies and donor requirements.
- Providing financial guidance, technical support, and capacity building to staff and partners.
- Overseeing accounting operations, payments, financial records, and bank coordination.
Key Responsibilities
1. Financial Compliance for Program Grants
- Ensure staff and partners understand and implement donor and CARE financial regulations.
- Verify all project financial transactions and documentation for compliance.
- Conduct regular field visits, capacity-building sessions, and financial reviews.
- Maintain program files (contracts, budgets, plans) and manage award/sub-award documentation.
- Support internal/external audits and follow up on implementation of audit recommendations.
2. Sub-Award Management
- Participate in the selection, implementation, monitoring, and close-out of sub-agreements.
- Guide partners on compliance with donor rules, CARE policies, and statutory requirements.
- Maintain a sub-grants tracker, monitor liquidations, and prepare monthly aging analyses.
- Prepare and follow monitoring plans and report identified issues.
- Draft modifications to partner funding agreements, including budget updates.
3. Financial Reporting and Analytical Reviews
Internal Reporting
- Review project budgets to ensure financial compliance.
- Prepare monthly Budget Variance Analyses for budget holders.
- Conduct periodic financial reviews to track project performance.
Donor Reporting
- Prepare timely and accurate donor financial reports in line with agreements.
- Lead the preparation of budget amendments and modification requests for donor approval.
4. Accounts Payable and Receivable
- Oversee accurate recording of AP/AR transactions in PeopleSoft (PS).
- Review and verify supporting documents, account codes, and compliance.
- Reconcile AP/AR balances monthly and flag errors or required adjustments.
- Ensure proper withholding tax recording and timely submission to authorities.
- Process accruals, prepaid expenses, staff/sub-grantee liquidations, and receipts.
5. Treasury Management
- Prepare quarterly cash projections and forecasts for assigned projects.
- Coordinate banking operations and manage payments to staff, vendors, and partners.
- Support timely donor billing in collaboration with the Senior Award and Sub Award Manager.
- Maintain and monitor petty cash when required, including spot checks.
- Review bank statements, analyze charges, and support the Shared Service Centre during reconciliations.
Qualifications and Experience
- Education: Bachelor’s degree in Accounting, Finance, Commerce, or related field.
Postgraduate qualifications are an added advantage. - Experience: Minimum of 3 years of experience in Finance/Accounting.
Experience in an International NGO is an added advantage.
