Hatching Hope Final Evaluation RFP – Land O’Lakes Venture37, 1 Consultancy, October 2025

• 1. Brooding model: small businesses to brood chicks from day old chicks (DOCs) to month old to sell to SSPs.
• 2. Agent model: trained agri-entrepreneurs serve as trainers and intermediaries helping SSPs to purchase month old chicks and sell their poultry products.

Through the Hatching Hope initiative, AIDI-L deepened its support to poultry actors in these districts and expand to Chemba district, reaching a total of 225 enterprises and 20,000 SSP households from May 2025 to March 2026. With the funding, AIDI-L also launched a poultry promotion campaign reaching 300,000 community members with messages promoting IDP chickens and improved management practices to expand demand which further promotes sustainability and expansion of supported businesses. By providing businesses and SSPs with the knowledge, inputs, and linkages they need, AIDI-L, through Hatching Hope supplemental support, will increase SSP productivity by 25%, leading to $550,000 of additional sales and increased availability of nutritious poultry products in the market. The following activities are implemented under the Hatching Hope funding.

Intermediate Result 1: Increased access of SSPs to dual purpose chicks

Activity 1: Training of Brooders To increase the supply of month-old IDP chicks available to SSPs, AIDI-L trains existing and new brooders to strengthen their technical and business skills. During the initial phase of AIDI, the project supported Silverlands to train 80 brooders (34 existing and 46 new) in Kondoa, Chamwino, Kongwa, and Mpwapwa districts of the Dodoma Region. Building on this progress, the Hatching Hope initiative phase focused on both refresher and new cohort training. Venture37 and Silverlands jointly organized refresher training sessions for 40 returning brooders from the previous phase and trained an additional 60 new brooders, including 40 from the earlier four districts of Kondoa, Chamwino, Kongwa and Mpwapwa and 20 from the newly added Chemba District in August–September 2025. All brooders were trained on housing, biosecurity, vaccination, poultry nutrition, and business management. Additionally, these training sessions linked brooders to trained agents (see Activity 3) who support them to market their month-old chicks to SSPs.

Activity 2: Distribution of IDP Day-Old Chicks In addition to building brooders’ capacity through training, AIDI-L has facilitated the purchase of DOC, feed, and vaccinations from Silverlands by trained brooders. AIDI-L provides a graduated subsidy that incrementally shifts the costs of the DOC and inputs from the project to the brooder as their businesses become independently sustainable. The brooders then raise the DOC for one month and sell them at a reduced cost to SSPs who have been trained on improved husbandry practices (see Activity 3). As of March 2025, Silverlands sold a total of 65,500 DOC to the 80 trained brooders through AIDI-L and will ultimately sell 91,500 DOCs by June with current funding. With Hatching Hope funding, AIDI-L will facilitate two additional rounds of DOC sales totaling 100,000 DOC to the 100 trained brooders from October – November 2025 to align with SSPs selling the poultry meat and eggs for the December holidays, one of Tanzania’s highest market peaks for poultry demand. These distributions will continue to follow a graduated subsidy approach, with existing brooders paying the full cost for the second round of DOC sales. The brooders, through agents (see Activity 3), will then sell the month-old chicks to the SSPs. In previous rounds, the 34 existing brooders had an impressive 1.37% mortality rate. While we expect new brooders to have a higher mortality rate, the placement of DOCs could result in as many as 97,000-month-old chicks sold to SSPs.

Intermediate Result 2: Increased use of improved poultry husbandry practices by SSPs

Activity 3: Training of chick agents AIDI-L has supported Silverlands to train 100 commission-based sales agents to facilitate the sale of the IDP month-old chicks from brooders to SSPs. To drive demand for the month-old chicks, these agents train SSPs on improved poultry husbandry. With additional funding, AIDI-L will co-fund Silverlands to conduct a follow-up training for these 100 agents and train an additional 25 agents in the Chemba District in August 2025. The trainings will build on previous trainings to deepen the agents’ knowledge in market development, preventive veterinary care, and biosecurity. The increased emphasis on biosecurity and disease prevention and surveillance will be crucial as the increased poultry population in the Dodoma region causes increased disease pressure and possibility for outbreaks. These 125 agents will then reach 20,000 SSP households with poultry husbandry training and linkages from September 2025 to February 2026.

Activity 4: Poultry promotion campaign To further promote demand for IDP breeds, AIDI-L will implement a targeted communication campaign within all 8 districts of the Dodoma region and potentially neighboring regions. Using local radio stations, such as Manyara FM and Dodoma FM, as well as SMS and WhatsApp messages, AIDI-L will reach 300,000 individuals with brief messages promoting the benefits of IDP breeds, highlighting improved poultry practices such as biosecurity and vaccinations, and stressing the benefits of poultry consumption. This campaign will start in October 2025 and run until January 2026 and will include targeted messaging around World Egg Day and Christmas. Venture37 will co-design the content of the campaign with Silverlands and other local poultry market actors to craft targeted messaging that will connect the increase in awareness of SSPs and consumers to the market expansion and sustainability of supported businesses. By broadcasting widely and continuing through the holidays, this campaign will not only increase SSP awareness but also promote the purchase of poultry products from the growing consumers who are willing to pay a premium for IDP birds and eggs, thus increasing the sales of supported producers.

Intermediate Result 3: Improved linkages of SSPs to offtake markets

Activity 5: Training of poultry product agents Hatching Hope funding will also enable AIDI-L to add an activity to increase the access of SSPs to offtake markets to sell live poultry and eggs. AIDI-L will recruit and train 80 individuals, composed of interested chick sales agents and/or brooders, to serve as product agents. The trained product agents will build a client base of SSPs who have begun producing IDP chickens, then facilitate the purchase of live birds and eggs for resale to offtake markets. This agent model will allow SSPs to profitably raise IDP birds for sale without having to individually market to consumers. Following the training of product agents in October 2025, the project will explore partnerships with offtake actors, such as local slaughterhouses, to embed some of these agents in their business model to promote sustainability. Whether embedded within larger businesses or working independently, product agents will ensure expansion of the offtake market for SSPs, enabling them to sell their excess production, thereby increasing their income and the volume of high-quality poultry products available in the local markets.

Final Evaluation

Purpose The final evaluation will assess the effectiveness and sustainability of AIDI-Livestock’s implementation. Specifically the project will meet the follow objectives:

• Assess the degree to which the project has met its projected goals, objectives, outcomes and targets and explain deviations (See list of performance indicator in Annex 2).
• Provide an objective description of the overall effectiveness and sustainability of the program and its various activities.
• Identify key strengths and weaknesses of the program.
• Identify key lessons learned and recommendations which should be adopted by Venture37 and ILRI for similar programs in Tanzania or elsewhere in Africa.

Evaluation criteria

Evaluation criteria

• Sustainability
  • Carefully analyze key project activities, diagnose which ones could be sustainable after the project ends. This will include, but not be limited to:
    • Will brooders continue to provide brooding services to SSPs producers?
    • Will farmers continue to use improved technologies and management practices?
    • Will agents continue serving as intermediaries?
  • What are the major factors influencing the achievement or non-achievement of the sustainability of the program and/or its activities?
  • Is there a well-developed exit strategy and sustainability plan? If so, has the program staff initiated all or some aspects of the strategy? If not, how could it be designed and implemented more effectively?

Methodology The selected consultant will conduct a mixed-methods study. The quantitative data will include surveys with SSPs and brooders. The qualitative data will be collected through key informant interviews (KIIs) with agents and project staff. The firm will also conduct a desk review of available documents from Venture37 to better understand the program.

• SSP and Brooder Surveys: The consultant will conduct separate structured survey with SSPs and brooders, drawing a statistically representative sample from the project’s participant database across the five focus districts. The survey will gather quantitative and qualitative data on participants’ demographic characteristics, practices, production and mortality rates, linkages with input suppliers, access to finance and markets, as well as the volume and value of poultry and poultry product sales and costs. These surveys will be a follow up to similar surveys conducted in July 2025 and in Chemba District in August/September 2025. The Hatching Hope funded portion of AIDI-L is expected to have supported 20,000 SSPs across all 5 districts. The sample frame will be the 20,000 SSPs and 100 brooders reached during the Hatching Hope portion of the project.
• Agents: The consultant will conduct key informant interviews with both chick agents and poultry product agents to understand the effectiveness of the agent approach and feedback on the sustainability of the approach.
• Project Staff: The consultant will conduct key informant interviews with project staff to understand project implementation and the challenges and successes.

Key Tasks

• Review of Documents: Undertake a review of the AIDI-Livestock project documents and other relevant documents that are available at the time, including but not limited to, the following:
  • Hatching Hope AIDI-Livestock workplan
  • Hatching Hope AIDI-Livestock Abridged Monitoring, Evaluation and Learning Plan
  • AIDI-L Final Evaluation report and data (serve as a baseline in initial 4 districts)
  • Hatching Hope AIDI-L Baseline internal PowerPoint Findings and Data (serve as baseline in Chemba District)
  • Hatching Hope bi-annual report to donor
  • Any other program documents which will enable the evaluator to get acquainted with the project progress.
• Development of methodology and data collection tools: The evaluator, in close collaboration with Venture37, should do the following:
  • Develop a finalized methodology, including a sampling frame, sampling technique and sample sizes for both quantitative and qualitative data collection that is consistent with the desired methodology in this RFP.
  • Develop/revise data collection tools for both quantitative and qualitative primary data collection informed by the baseline (though not restrictively), that align with the methodology and ensure all objectives of the study are met.
  • Submit an inception report to Venture37, including methodology and tools.
• Field Data Collection
  • Plan and coordinate the necessary logistics to collect the data in accordance with the selected methodology.
  • Understand and submit the necessary protocol to legally conduct data collection in Tanzania.
  • Pre-test, edit, translate (into all necessary languages), finalize and reproduce the data collection tools.
  • Train and orient enumerators and data collection team.
  • Carry out the fieldwork using own transportation, including surveys and KIIs.
• Data entry, analysis and reporting
  • Enter, clean, synthesize, analyze, and interpret data from both the quantitative surveys and the qualitative protocols using approved statistical packages. Ensure that indicator at the final evaluation are compared to baseline indicating significance through t-stats.
  • Prepare a draft final evaluation report addressing the objectives and evaluation questions outlined in this RFP.
  • Prepare a final evaluation report that includes revisions based on feedback on the draft report and presentation. Report should be concise – no more than 30-35 pages.

Eligibility

• Minimum of 8-10 years of work experience on evaluations of development projects.
• Team has expertise in poultry value chain and evaluations.
• Strong program assessment experience, including evidence of success in completing similar assessments in terms of size, design, and rigor.
• Strong qualitative and quantitative research and analytical skills.
• Previous experience in evaluations of development programs funded by international sources.
• Experience in conducting evaluations in Tanzania.
• Ability to hire experienced enumerators that know applicable Tanzanian languages in the target provinces.
• Proven record of excellent management, leadership, decision-making and interpersonal skills.
• High capacity for writing in English and preparing quality written products in respect of deadlines.
• This RFP is open to firms that can work in Tanzania. Small and/or disadvantaged businesses, minority-owned, and women-owned businesses are encouraged to submit proposals.
• A bidder will be considered ineligible if it has been suspended, debarred, or deemed ineligible, as indicated on (1) the “List of Parties Excluded from Federal Procurement and Non-procurement Programs” and/or (2) the “Specially Designated Nationals and Blocked Persons List”.

Content of Offers

All interested candidates will submit their proposals in English with two separate documents as explained below:

• Technical Proposal (not to exceed 10 pages)
  • A detailed methodology, including approach, sampling plan, analysis plan, and fieldwork plan, aligning with the technical specifications in Section 1.
  • Proposed workplan, outlining the major activities and time schedule
  • List and briefly describe the proposed personnel and their responsibilities on the assignment.
  • Organizational capacity statement, past experiences relevant to the technical specifications, highlighting experience from similar work. Reference information must include the location and brief description of the work performance.
• Financial Proposal
  • The total funding available from Venture37 for this activity is up to $45,000. Bidders are required to submit a detailed financial proposal in accordance with the following instructions:
    • Budget Format: Submit a detailed budget in Microsoft Excel, ensuring the file is unlocked and all formulas remain intact.
    • Cost Breakdown: The budget must include a comprehensive unit price breakdown and the total cost for the services proposed in response to this RFP.
    • Currency: All prices must be provided in Tanzanian Shillings (TZS) and United States Dollars (USD). Please specify the exchange rate used for conversion.
    • Budget Narrative: Include a brief narrative explaining the basis of cost calculations and the relevance of the proposed costs to the activities outlined. This narrative can be included either within the Excel budget file or as a separate Word document.
    • Supporting Documentation:
      • Curricula Vitae (CVs) of the proposed project personnel.
      • Two professional references, including contact names, email addresses, and telephone numbers of individuals who can speak to the bidder’s past performance on similar assignments within the last three years.

Offer Validity Period

Offers shall remain valid for a minimum of sixty (60) days after the offer deadline. An offer valid for a shorter period shall be rejected as non-responsive. Bidders shall clearly indicate their offer’s validity period within the proposal documents.

Clarification of RFP

Bidders may ask questions and clarifications about this RFP by submitting them to ppmabondu@landolakes.com prior to Tuesday, November 4th, 2025. Questions will be responded to by Thursday, November 6th, 2025.

Offer Deadline and Submission of Bids

• All offers must be submitted to Venture37 by Friday, November 14, 2025 at 5pm Tanzania Time. Amendment of Bidding Documents

Venture37 may, at its discretion and for any reason, modify bidding documents by amendment. All prospective Bidders that have received bidding documents will be notified of the amendment by e-mail and such amendments will be binding on them.

Modification of Offers

Any Bidder has the right to withdraw, modify, or correct its offer after it has been delivered to Venture37, provided the request for such a withdrawal, modification, or correction together with full details of such modification or correction is received by Venture37 at the submission point of contact above before the Offer Deadline. Venture37 may ask any Bidder for a clarification of its offer or conduct negotiations with the apparent winner after evaluation of offers; nevertheless, no Bidder will be permitted to alter its price or make any other material modification to its offer after the deadline unless the RFP has been amended or the deadline extended. Clarifications which do not change the price or other material aspects of the offer may be accepted.

Criteria for Award and Evaluation

Venture37 will award the contract to that Bidder whose offer is deemed acceptable and which offers the best value based upon the evaluation criteria. All complete, eligible offers will be evaluated according to the following criteria:

• Technical approach and methodology (40%)
• Past experience with evaluations of similar size and scope (25%)
• Proposed personnel’s ability to address all components of the assignment (20%)
• Budget justification, cost realism, and value (15%)

Venture37’s Right to Accept Any Offer and to Reject Any or All Offers

Venture37 will reject any offer that it deems nonresponsive. Further, Venture37 reserves the right to waive any minor errors in any offer received if it is in Venture37’s best interests to do so, to reject the offer of any Bidder if, in Venture37’s judgment, the Bidder is not fully qualified to provide the services as specified in the contract, or to reject all bids.

Notification of Award

Before the expiration of the period of offer validity, Venture37 will notify the successful Bidder in writing that its offer has been accepted. Venture37 may negotiate with the successful bidder on any details and terms of the contract which do not materially change the scope or specifications of the services to be provided. Upon contracting of the successful, Venture37 will promptly notify each unsuccessful Bidder that their bids were rejected. If, after notification of award, a Bidder wishes to ascertain the grounds on which its offer was not selected, it should address its request to Venture37 in writing.
