Job Description

To lead, manage and deliver an integrated and independent Risk Management Function to enable the bank to seize opportunities in pursuit of growth, by managing Non-Financial Risks in a manner that balances the interests of clients and other stakeholders, while protecting the safety and soundness of the Enterprise, ensuring the ethical standards are adhered to and maintained. To provide assurance on the control and risk status for the bank.

Data

  • Adopt the data security standards. Localise the data model and provide additional risk function data requirements to support decision-making. Set governance standards for Risk data quality and monitor this at Stanbic Bank Tanzania Limited.

People

  • Develop and implement the Risk Management People plan within the Non-Financial Risk Function with support from the People and Culture Function. Identify current and potential employee skill requirements in consultation with the Human Capital Function and drive the development of people within the Non-Financial Risk Function.
  • Lead the Non-Financial Risk Function for the bank according to the lean leadership and employee engagement principles, including employee lifecycle from recruitment through to exit, performance management, training and development, discipline and grievance management, retention and reward and people administration, to ensure a high-performance culture.
  • Display personal, team, organisational and bold leadership skills across Client Segments, Client Solutions and Corporate Functions. Create confidence that enables leaders to make decisions, take calculated risks and push boundaries, without compromising the enterprise’s reputation and integrity.
  • Drive a risk culture of transparency, accountability, and consistency by using risk knowledge to support responsible decision-making at Stanbic Bank Tanzania Limited.

Licence to Operate

  • Implement and control the Risk Management policies and procedures for managing the non-financial risks that the enterprise might encounter.
  • Manage the risk consequences of decisions made on behalf of Client Segments, Client Solutions and Corporate Functions across the bank.
  • Monitor and report to Senior Management on oversight of all non-financial Risk Management, while maintaining independence and having sufficient authority, stature, and resources for the effective and efficient functioning of the Risk Management Function for the bank.
  • Monitor and report to the Client Segments and Client Solutions Executive Management Committee any business strategy or plans that exceeds the bank’s risk appetite and tolerance that may result in a non-financial negative impact.

Financial Management

  • Build closer alignment between risk and financial planning to ensure sustainable growth and profitability and enable sound business decisions that result in gains. Control and manage the Non-Financial Risk portfolio to ensure the bank is better equipped to identify and quantify potential risks and mitigate them effectively.
  • Develop the minimum budgetary standards and efficiency targets for the Non-Financial Risk Management Function to ensure alignment to the financial strategy as determined by the Finance Function.
  • Drive cost management and budgetary control and adherence, including the development and management of the operational budget and unit cost management to control cost within budget.
  • Ensure Non-Financial Risk Management services are competitive and benchmarked against industry standards taking local nuances into account.
  • Enable capital and functional cost improvements, improved risk, controls and compliance, data access, quality and integrity, governance driven predictability, accelerating change readiness and business agility as it pertains to non-financial risks within the bank.

Risk, Regulatory, Prudential & Compliance

  • Engage proactively with stakeholders and the environment at large to understand and manage non-financial risks. Lead and control non-financial risk management to ensure the bank is prepared to withstand the test of any current and future non-financial risks by influencing the relevant stakeholders. Champions the culture of a responsible risk-taking organisation without compromising the future.
  • Monitor and control the identification of all Non-Financial Risk types including new emerging risks to ensure the non-financial risks are included in the Risk taxonomy.
  • Implement the Non-Financial Risk Framework within the bank to ensure all risk types are identified and reported.
  • Lead and drive the implementation of best practices to be agile and have the courage to navigate through the unknown future, reconfiguring the operational risk appetite for the bank on a continuous basis. Develop and maintain a sound awareness and understanding of new threats and lead the positioning of the business appropriately,
  • Provide guidance and specialist advice in managing various types of non-financial risks, complex problems and key opportunities that have been identified.
  • Monitor progress of non-financial risk mitigation activities and monitor adherence to minimum standards for Non-Financial Risk Management services to ensure compliance with statutory and regulatory laws. Socialise non-financial risk standards across the bank to establish a healthy culture of good governance.
  • Enforce and review risk and control remedial activities and gaps that were identified to effectively mitigate non-financial risks across the Client Segments, Client Solutions and Corporate Functions.
  • Monitor and control the implementation of the Non-Financial Risk Management Framework and develop risk mitigation plans for the bank and govern the development and monitoring of risk and exposure models and risk mitigation activities in line with risk appetite. Comply with the risk disclosures to maintain compliance with relevant regulatory authorities. Embed the use scenario testing results to benefit risk management and decision-making at various levels in the Bank.
  • Identify and quantify non-financial risks across Client Segments, Client Solutions and Corporate Functions to mitigate them effectively and manage the financial impact on the Business Line. Ensure the bank reserves appropriate levels of capital to mitigate the risk of tail end risks that could be 1 in 100-year events.

Organisation Design

  • Contribute to the design and drive the implementation of the Risk Management Function’s specific Operating Model, capabilities, policies, processes, standards, regulations, core technologies / digital platforms, functional structures, supporting standard job descriptions and skill requirements based on People and Culture standards.

  • Identify the Real Estate requirements for the Non-Financial Risk Management Function within the bank, including embedded, and monitor and manage the subsequent costs.

Strategy

  • Provide specialist input into the Non-Financial Risk Management Framework to ensure alignment to the Corporate Strategy and all non-financial risks are managed appropriately across all units.
  • Lead and drive the implementation of the Risk Management Functional strategy across Client Segments and Client Solutions. Monitor and maintain adherence to the Risk Non-Financial Risk plan.

Technology & Architecture

  • Drive the adoption of technology within the Non-Financial Risk Management Function to ensure the use of the appropriate technology and correct behavioural principles for use of technology within the Non-Financial Risk Management Function. Monitor adherence to relevant technology policies and standards.
Qualifications
  • Master’s degree – Technology, Management, Accounting or any other relevant field (added advantage).
  • First Degree or equivalent qualification – Technology, Accounting, or any other relevant field.
