Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania in addressing major public health issues including maternal and child health, HIV, TB, malaria, and nutrition since 1987.

Through funding from PEPFAR via CDC Tanzania, Amref implements the Afya Thabiti Project, a comprehensive HIV care and treatment cascade initiative designed to accelerate achievement of the 95-95-95 HIV epidemic control targets. The project has been active in Mara, Simiyu, and Zanzibar since October 2023, and expanded to Dar es Salaam in January 2026 to support both facility- and community-based HIV prevention, care, and treatment services.

Amref works in close collaboration with the Tanzania Ministry of Health, Zanzibar Ministry of Health, and President’s Office – Regional Administration and Local Government (PORALG).


 Position: HIV/TB Technical Advisor

Job Description

The HIV/TB Technical Advisor provides technical leadership, coordination, and oversight for integrated Tuberculosis (TB) and HIV services across Afya Thabiti–supported regions. The Advisor ensures high-quality TB and HIV service delivery, including case finding, screening, TB Preventive Therapy (TPT), treatment, IPC, and collaborative TB/HIV activities in alignment with national and donor standards.

The position offers strategic support to R/CHMTs, facility providers, and project technical teams to strengthen TB/HIV integration, improve outcomes, and support achievement of national program targets.


 Key Responsibilities

  • Provide overall technical leadership and guidance for TB/HIV service implementation to project staff, R/CHMTs, and healthcare workers.
  • Strengthen TB/HIV collaborative activities—intensified TB case finding, HIV testing among TB clients, and timely TB treatment initiation for co-infected patients.
  • Ensure TB/HIV services are aligned with national guidelines and donor technical recommendations.
  • Coordinate activities with NTLP, NASHCOP, CDC, and other implementing partners for harmonized implementation.
  • Support facilities to implement routine and intensified TB screening for all HIV clients at every visit.
  • Strengthen TB specimen referral systems to increase access to molecular diagnostics and improve turnaround times.
  • Ensure all eligible PLHIV are initiated on TPT; track completion rates and strengthen adherence support.
  • Collaborate with Supply Chain and Laboratory Advisors to ensure uninterrupted availability of TB/HIV commodities and lab supplies.
  • Provide clinical mentorship on TB/HIV co-management, ART initiation, timing of treatments, and management of adverse drug reactions.
  • Support implementation of effective TB IPC measures — triaging, fast-tracking, ventilation, cough etiquette, PPE use.
  • Conduct coaching, training, and mentorship for R/CHMTs, facility staff, and community partners.
  • Represent the project in national TWGs, government forums, and donor meetings on TB/HIV services.
  • Support development and rollout of national TB/HIV guidelines, policies, and updated donor requirements.
  • Oversee preparation, analysis, and presentation of TB/HIV reports for all reporting platforms.
  • Support facilities to implement TB/HIV Continuous Quality Improvement (CQI) activities to strengthen outcomes.

🎓 Qualifications

Education

  • Doctor of Medicine (MD) or Bachelor of Medicine and Surgery (MBBS) (required).
  • Master’s degree in Public Health, Epidemiology, or related field (preferred).
  • Additional training in TB/HIV management is an added advantage.

Experience

  • Minimum 7 years of clinical experience in HIV and TB programs, preferably under PEPFAR/CDC-funded initiatives.
  • Proven experience in TB/HIV program coordination at regional or national level.
  • Experience in capacity building, mentorship, and supportive supervision.
  • Experience in data analysis and interpreting TB/HIV reports.

  • Excellent clinical mentorship, coaching, and capacity-building skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work effectively with government officials, partners, and community structures.

  • High integrity, professionalism, and ability to work independently and in teams.

Languages

  • Fluency in English and Kiswahili (spoken and written).
