WHO WE ARE
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1443 km long electrically heated crude oil export pipeline that transports oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to the international markets.

JOB DIMENSIONS/ GENERAL JOB DESCRIPTION
The Inspection Leader will be the head of the EACOP inspection entity. He will manage a team of 5 inspection specialists: pipeline, corrosion, site method, and contracts required to follow the inspection plan. The inspection philosophy will be established by the Inspection Leader. The Inspection Leader will ensure proper coordination, organization, and process to maintain asset mechanical integrity. He/she will validate the inspection scope and campaign with a follow-up of the performance of the team and objectives including monitoring of KPIs (progress, budget, etc…). An extensive experience in coaching of new Inspection Engineers regarding damage mechanisms and inspection techniques will support to create the EACOP inspection referential.

DUTIES & RESPONSIBILITIES

  • Defines and reviews maintenance inspection philosophy.
  • Establishes contact processes, audit plan according to Standard local requirement and authorities.
  • Participates in recruitment process and selection of the inspection team.
  • Establishes inspection services contract required for EACOP inspection plan.
  • Coordinates Tanzania and Uganda inspection entities.
  • Analyzes and optimizes inspection activities efficiency.
  • Reviews management of change request.
  • Selects and reviews Risk-based inspection tools required for EACOP asset.
  • Ensures lifting register, flexible register, and temporary repair database is up to date.
  • Ensures welding qualification material and procedure required for Pipeline emergency repair are available and up to date.
  • Be the focal point for inspection and corrosion exchange.
  • Reviews Inspection program, Intelligent pigging operation, and partial field shutdown.
  • Participates in the Maintenance Inspection Budget preparation.
  • Reviews the Inspection Reports including analysis of inspection findings, fit for service assessment, recommendation for remedial actions. Participates in technical audits of contracted companies regarding Non-Destructive Testing, Welding, Piping/Pressure Vessel fabrication, Coating.
  • Reviews the recommendations for corrective actions (material selection, design of equipment, coating, cathodic protection, operating conditions, corrosion inhibition…).
  • Ensures that repair/modifications/procurement of equipment comply with the relevant regulations, company rules, technical codes, and norms.
  • Manages team and resources.

QUALIFICATIONS / EXPERIENCE REQUIRED
Academic Qualifications:

  • Bachelor level or similar.
  • Mechanics or Materials Engineer (or equivalent) with emphasis on mechanics, materials, metallurgy, and corrosion.
  • Knowledge of Oil & Gas process equipment technology and pipeline.
  • Good knowledge of international Codes, Standards, and Regulation related to the inspection discipline (ASME, API, NACE…).
  • Good knowledge of materials, metallurgy, welding, corrosion, failure modes, Non-Destructive Testing, and inspection techniques.
  • Knowledge of RBI methodology (Risk Based Inspection).
  • Good knowledge of CMIMS (Computerized Maintenance & Inspection Management System).
  • Good knowledge in Fitness for Service assessment methods (API RP 579, ASME, DNV…).
  • Proficiency in oral and written English.
  • ERB Registration as a Professional Engineer.

Experience Required:

  • Minimum 10 years’ experience as supervisor or leader in inspection-related activities in the Oil & Gas industry or Refinery or Petrochemical Site.
  • Experience in Full Field shutdown inspection scope preparation and follow-up.
  • ERB Registration as a Professional Engineer.
