This position will be in support of HJF Medical Research International, Inc. Tanzania (HJFMRI) program.
Responsibilities
HJF Medical Research International, Inc. Tanzania (HJFMRI) program is seeking an IT Manager position provides effective leadership in the provision of IT support to HJFMRI staff and partners, including providing leadership in determining IT needs, preferences, and capacities of HJFMRI as well as implementation of computer systems. The position provides effective leadership to the HJFMRI IT department to ensure efficient and effective management of the IT support function. The IT Manager is charged with establishing, monitoring, and maintaining HJFMRI systems and services. The position reports to the HJFMRI Operations Director but works closely, on a day-to-day basis, with the Global Information Systems Director, in a functional dotted line.
Responsibilities
- Manage the day-to-day operations of the HJFMRI Tanzania IT function, including planning, prioritizing, assigning tasks, supervising, and reviewing the work of HJFMRI-Tanzania IT personnel.
- Collaborate with the Global Information Systems Director to provide guidance, coaching, and mentorship to HJFMRI-Tanzania IT personnel to ensure they have the requisite skills to meet IT deliverables.
- Provide leadership in the development, implementation, monitoring, and evaluation of HJFMRI Tanzania annual IT operational plan.
- In collaboration with the Global Information Systems Director, manage the design and deployment of latest technological strategic solutions.
- Produce IT reports for leadership consumption that drive value.
- Perform IT analytics (diagnostic, descriptive, predictive, and prescriptive analytics) showing IT patterns, challenges, opportunities, etc. for business insights, effective decision making, and strategy development.
- Collaborate with the Global Information Systems Director to manage the development and / or review, implementation, monitoring, evaluation of new IT initiatives.
- Collaborate with the Global Information Systems Director to provide leadership in system design, IT policies and procedures development / review as well as implementation.
- Collaborate with the Global Information Systems Director to oversee and determine timeframes for major IT projects including system updates, upgrades, migrations, and outages.
- Collaborate with the Global Information Systems Director to monitor performance of information technology systems to determine cost and productivity levels and make IT infrastructure improvement recommendations.
- Ensure all HJFMRI Tanzania IT activities adhere to the established HJF / MRI’s IT policies, SOPs, guidelines, tools and Tanzania laws and regulations.
- Provide leadership to HJFMRI Tanzania in responding to IT related audit findings, including development and implementation of corrective actions.
- Lead all IT projects, including the design and deployment of new IT systems and services.
- Collaborate with the Global Information Systems Director to provide leadership in defining IT infrastructure strategy, architecture, and processes.
- Collaborate with key stakeholders to manage business requirements’ analysis to inform the development of IT solutions.
- Perform regular checks on network and data security.
- Identify and act on opportunities to improve and update software and systems.
- Collaborate with the Global Information Systems Director to manage the development and / or review and implementation of IT policies, SOPs, and best practices.
- Collaborate with relevant stakeholders to provide leadership in conducting needs assessment (development of specifications) for all IT devices and systems. Also, work as a Point of Contact between HJFMRI and IT related Contractors and ensure all contractual terms are adhered to.
- Ensure the integrity of information systems and oversee the selection of software technologies needed for information technology systems.
- Ensure technology documents/certificates such as product registrations, SSL certificates, maintenance agreements, service contracts, etc. related to technology operations and/or technology services are evaluated, updated, processed, and filed.
- Implement, administer, and maintain different Organizational software/applications and databases.
- Ensure compliance with all software licensing agreements, manages and safeguards software media and associated licenses, Tracks software versions, Maintains centralized software use log.
- Ensure availability, continuity and security of data and information pertaining to the organization.
- Perform other IT related duties as may be assigned by supervisor that are necessary to achieve the objectives of this position.

- This position will take place primarily in an office setting.
Required Knowledge, Skills And Abilities
- Excellent working knowledge of computer systems, security, network and systems administration, databases and data storage systems, and phone systems.
- Firm grasp on IT infrastructure and operations best practices.
- Computer proficient in Internet Explorer; Microsoft Access; Microsoft Excel; Microsoft Outlook; Microsoft PowerPoint; Microsoft Publisher; Microsoft Word; Lotus Notes, etc.
- Knowledge of and experience with: LANS/WANS; Windows Server Environment; Microsoft SQL Server; Microsoft Exchange; Internet Information Services; backup systems; network/workstation peripherals; print servers; firewalls, spam & antivirus hardware/software; JavaScript, HTML, Cascading Style Sheets; computer hardware (replacing hard drives, hardware drivers, etc.).
- Demonstrate high integrity and strong values, including confidentiality.

Education And Experience
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field from a reputable academic institution required. Master’s degree preferred.
- At least ten (10) years’ relevant experience in the information technology (IT) field, five (5) years of supervisory experience required.
- Experience in managing large IT projects.
