Consultancy Purpose and Scope

The primary purpose is to generate a comprehensive, evidence-driven costing of Tanzania’s Digital Health Investment Roadmap 2025–2030.

  • Goal: Translate the strategic ambitions of the Digital Health Strategy (2025–2030) into financially feasible and sustainably funded investments.

  • Context: The new Digital Health Strategy identifies a wide range of interventions (e.g., governance, interoperability, digital literacy, infrastructure) that currently lack quantified investment needs.

  • Outcome: The costing will enable the Government of Tanzania (GoT) and development partners to:

    • Understand financial requirements.

    • Prioritize resource allocation.

    • Strengthen budget planning.

    • Mobilize additional financing.

  • Engagement: The consultant will engage with the Ministry of Health (MoH), Prime Minister’s Office-Regional Administration and Local Government (PMO-RALG), and Ministry of Finance and Planning (MoFP) to build national capacity in costing methodologies.


Minimum Requirements

Requirement Detail
Education Advanced degree (master’s or higher) in Health Economics, Health Financing, Public Health, or a related field.
Work Experience Minimum 5 years of relevant professional experience in health financing or digital health systems.
Proven Track Record Experience in undertaking studies related to costing, budget analysis, and planning of health services.
Skills Experience in financial data analysis and developing financial sustainability plans. Excellent facilitation and communication skills.
