Background

HIPZ (Health Improvement Project Zanzibar) is a UK founded, locally registered not-for-profit organization whose mission is to make it possible for all people of Zanzibar to access quality healthcare. Since 2007 HIPZ has been strengthening the healthcare system in Zanzibar. We work in partnership with the Revolutionary Government of Zanzibar (RGoZ) towards our common goal. From the grassroots to the government, HIPZ is embedded in every level of the health care system in Zanzibar, and we are a catalyst for positive change.

HIPZ is supporting the RGoZ to strengthen the health systems across Zanzibar. Delivering programmes across all health system building blocks and across all levels of healthcare delivery.

Role Overview

The HIPZ Programme Manager role is integral to supporting HIPZ’s mission to enhance healthcare accessibility in Zanzibar. The Programme Manager will oversee project teams, coordinate initiatives, and support the development of projects aligned with HIPZ’s goals. This role demands a blend of technical leadership, project management and collaboration with key stakeholders in Zanzibar’s healthcare landscape.

We are seeking a full-time Programme Manager who will be overseeing and supporting all project teams. The Programme Manager will work closely with the Programme Director, M&E Officer and project teams to support successful implementation according to project plans.

Roles and responsibilities

Technical leadership and capacity building

  • Identify capacity development needs of the project teams and address these by delivering coaching and mentorship to strengthen the delivery of each project.
  • In collaboration with the Programme Director ensure project plans are understood and implemented by the project teams.
  • Provide leadership and technical support to the project teams as needed
  • Ensure positive and productive relations and collaborations across all HIPZ project teams for mutual learning

Programme Coordination

  • Lead the coordination of all projects to ensure project outcomes are delivered according to the workplans and within budgets.
  • Participate in all monthly project review and planning meetings.
  • Support the implementation of the monitoring and evaluation frameworks as well as timely reporting to relevant stakeholders.
  • Support the M&E Officer and project teams to provide high quality data on a timely basis.
  • Liaise with District Health Management Teams, Medical Officers in Charge, MOH Programme staff and other key stakeholders to support the coordination with the Ministry of Health.
  • Support documentation of lessons learned and success stories.

Programme Development

  • Support the design of high-quality projects
  • Support the design of the HIPZ programmatic strategy
  • Liaise with key stakeholders and represent HIPZ at relevant forums

Qualifications and Characteristics

Essential Qualifications:

  • 4+ years of project management experience within the health sector
  • Background as a Medical Doctor or graduate level in related fields
  • 2+ years managing donor-funded health projects
  • Proven experience in training & mentorship
  • Exceptional skills in stakeholder engagement and building robust networks
  • Strong aptitude for fostering teamwork and collaboration
  • Proficient in Microsoft Office
  • Fluent in English and Swahili
  • Tanzanian national

Desirable Qualifications:

  • Master’s degree in public health or related fields
  • Excellent understanding of Zanzibar health system
  • Driving license
