TERMS OF REFERENCE (TOR) FOR
PROJECT MANAGER (100% EMPLOYMENT LEVEL) Youth-Centered Waste-Based Business in Zanzibar (WABUZA) Project HELVETAS Swiss Intercooperation – Tanzania
A: Background
HELVETAS Swiss Intercooperation is a Swiss NGO working in development cooperation and it has been active in Tanzania since the 1980s. In Tanzania, HELVETAS operates both mainland and Zanzibar. In its programme in Tanzania, HELVETAS Swiss Intercooperation (HELVETAS) works in three thematic areas as follows:
- Water, Food, and Climate (WFC): Its objective: People, especially women and youth, gain sustainable access to natural resources, to healthy food and to technical and financial support services for improved, climate-resilient living conditions in agrobiodiverse rural and urban areas.
- Skills, Jobs, and Income (SJI): Its Objective: People, especially women and youth, gain access to vocational skills development, private sector development and financial inclusion to create gainful employment and income opportunities.
- Voice, Inclusion, and Cohesion (VIC): Its objective: People, especially women and youth, use their voice, and private sector actors enhance their space to meaningfully participate in decision-making processes while supporting public institutions to deliver socially inclusive services and formulate policies that reduce inequalities and support good governance.
HELVETAS Tanzania operates its country programme based on the framework of its current strategy (CSP 2023-2027). Emphasis focus remains as spelt out in the CSP on Water Food Climate, Natural Resources Management – landscape approach, the Voice, Inclusion & Cohesion (VIC), Skills Jobs and Income, Development of and partnerships with the private sector, Policy & Advocacy: Influence the national stakeholders-for systemic changes, and Resource mobilisation (acquisition, service provision, fund raising) for programme development.
B: Objective of the Assignment
- To ensure the achievement of set objectives of Youth-Centered Waste-Based Business in Zanzibar (WABUZA) project as outlined in the project document in an efficient and effective manner in full compliance with the donor contract and guidance received from the Programme Directorate (Country Office) Helvetas Tanzania.
- To effectively manage project human resources by creating a working environment in which the staff and partners can function and effectively execute their professional duties and responsibilities to maximize project outputs and outcomes.
- To manage project financial and assets efficiently and in full compliance with financial management policies and regulations.
- To establish and maintain excellent relationship and exchange with stakeholders including donors in close coordination with the Programme Directorate (PD) of Helvetas Tanzania.
C: Scope of Work / Key Responsibilities
Overall Project Achievement
- Project Cycle Management (PCM): Ensure efficient and effective planning, monitoring and learnings, and progress reporting in close collaboration with partners (both private and public).
- Take lead in reporting the project progress to meet Helvetas and donor requirements.
- Capacity building: Contribute to capacity development of project staff and partner organisations as per the identified need through appraisal/review processes.
- In consultation with PD, be responsible in establishment of contracts/MoUs between the WABUZA project and implementing/strategic partners and service providers and supervise the implementation of these agreements adequately.
- With support from PD focal person (Programme Officer), ensure that the project operates fully in line with developed approach; includes active guidance in establishment and monitoring of private and public partnerships.
- Networking with the government and other organisations/donors active in the field of waste-based skill development, youth employment and climate change for learning and synergies.
- Lead and contribute to case studies, capitalization of experience (evidence-based learning) including leaflets, video etc.
- Work with finance and procurement teams to plan for the mobilization of consultants, service providers, and logistical resources.
- Participate in field visits to partners provide necessary support and where necessary share field visit key observations and planned solutions to the PD focal person and CD in a timely manner. Ensure adequate documentation and sharing of all relevant findings (project internal, external with partners, donors, government agencies).
D: Human Resources
- Establish project management team together with support from PD.
- Be responsible for the overall management of all project staffs.
- Coach and support the WABUZA project staffs.
- Lead annual performance review meetings with all project staffs in a timely manner and ensure implementation of agreed points.
E: Financial and Assets Management
- Maintain transparency and accountability in all financial operations.
- Supervise budgeting, financial reporting, accounting, cost control, and bank transactions of the project.
- Approve receipts and payments including procurements as per Helvetas policy.
- Supervise payments to and financial reporting of partners.
- Ensure statutory compliances on matters related to income tax, VAT/Service taxes and other applicable local laws and timely reporting to relevant authorities.
F: Stakeholder Relationship and Reporting
- Support the policy dialogue and exchange with governmental and non-governmental organizations.
- Ensure active participation in different meetings and event to increase project visibility and acceptance.
- In coordination with PD of Helvetas Tanzania, maintain excellent relationship with relevant government agencies.
- In consultation with PD propose and select potential members of the Project Steering / Advisory Committee.
- Ensure exchange and collaboration with other projects of the Helvetas Tanzania Programme and other relevant projects of others in the field of skill development, employment and waste value chain.
- Ensure good collaboration with and reporting to the PD of Helvetas Tanzania in Dodoma.
G: Employment Rate
The Project Manager will work on an approximately 100% employment rate.
H: Duration
The duration of this assignment shall be 12 months, commencing from the effective date of contract signing, with the possibility of renewal subject to mutual consent and satisfactory performance.
I: Communication and Reporting
The Project Manager will be directly reporting (Hierarchical) to the Country Director. Regular communication and progress reports will be maintained between the Country Director and International Programme Advisor throughout the duration of collaboration.
J: Qualifications and Key Competencies
- Education Background: Bachelor’s degree in Vocational Skills Development, Environmental Science, Business Administration, Development Studies, education or related fields. Masters in related fields is of added advantage.
- Professional experience: Minimum 8 years of professional working experience in both Program and project management. Proven ability in stakeholder engagement, partnership facilitation, advocacy, and winning proposals/grants from major donors. Living and working experience in Zanzibar will be an added advantage.
- Methodological and/or leadership competencies: Team work with excellent communication and facilitation skills, shows initiative and self-motivation, as well as motivates others, keeps deadlines and commitments to ensure quality of work and demonstrates joined thinking, also across areas of responsibility.
- Social and personal competencies: Gender and Social Equity Sensitive, shares HELVETAS Swiss Intercooperation value system, fosters relationships of trust and respect, ability to work independently, and under pressure yet deliver on time with accuracy and willingness and ability to travel and stay for longer periods at community level/field.
- Thematic expertise: Proven thematic leadership in the field of Skills Jobs Income and Governance.
- Languages: Excellent written and verbal communication in English and Kiswahili.
- IT skills: Proficiency in Microsoft Office Products (Word, Excel, PowerPoint, Outlook).
K: Working Station
Zanzibar, with frequent field travels.
