Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania in addressing major health challenges, including maternal and child health, HIV, TB, malaria, and nutrition, since 1987.

Through funding from PEPFAR via CDC Tanzania, Amref implements the Afya Thabiti Project, aimed at achieving the 95-95-95 HIV epidemic control targets. The project has been active in Mara, Simiyu, and Zanzibar since 2023, and expanded to Dar es Salaam in 2026, supporting both facility- and community-level HIV prevention, care, and treatment services.

The project works in close collaboration with the Tanzania Ministry of Health, Zanzibar Ministry of Health, and PORALG.


📍 Position: Regional Retention Services Officer

Job Description

The Regional Retention Services Officer is responsible for strengthening the continuum of HIV care by improving client adherence, reducing loss to follow-up, and enhancing retention across supported facilities.

The officer works closely with Cluster Retention Officers, health facilities, R/CHMTs, and community stakeholders to strengthen retention mechanisms, improve treatment outcomes, and promote data-driven decision-making.


📝 Key Responsibilities

  • Work with Cluster Retention Officers and facility teams to improve client retention, prevent loss to follow-up, and enhance adherence through structured clinic preparation, reminders, and proper documentation.
  • Provide technical guidance on client-centered ART services to ensure improved clinical outcomes.
  • Supervise and mentor Cluster Retention Officers, monitor performance, and ensure delivery of high-quality services.
  • Collaborate with R/CHMTs to identify bottlenecks affecting the continuum of care and provide actionable solutions.
  • Ensure availability and use of relevant registers, SOPs, and job aids at supported facilities.
  • Build capacity of Cluster Retention Officers in analyzing facility data and providing timely technical guidance.
  • Work with ART and PMTCT/Clinical Officers to ensure proper enrollment and documentation of new ART clients.
  • Oversee community-based CHW programs to trace clients experiencing treatment interruption and strengthen facility–community linkages.
  • Monitor facility CQI indicators monthly and develop remediation plans for underperforming areas.
  • Prepare and submit timely weekly, monthly, and quarterly reports to the Retention Advisor and other stakeholders.
  • Collaborate with teams to document activities, lessons learned, success stories, and best practices.
  • Participate in regional technical meetings and contribute to retention strategies and program improvement.
  • Support integration of retention interventions within broader HIV care and treatment programs.
  • Promote use of data for informed decision-making and continuous improvement.

🎓 Qualifications

Education

  • Degree in Medical Field, Nursing, Public Health, or Social Science.

Experience

  • Minimum 3 years of experience in facility- or community-based HIV programs, preferably with an NGO.
  • Strong background in client retention, ART adherence programs, and community engagement.
  • Experience in data analysis, reporting, and performance monitoring.

Knowledge, Skills & Competencies

  • Strong interpersonal and people-management abilities.
  • Critical thinking and problem-solving skills.
  • Familiarity with national HIV guidelines and ART delivery models.
  • Proficiency in English and Swahili (spoken & written).
  • Ability to work independently and collaboratively across multiple sites.
