Purpose of the Position

The Senior Investigator, Global Financial Investigation works independently, with minimal day-to-day supervision, to analyze incoming incident and whistleblower allegations and to initiate, plan, lead, and conduct investigations into corruption and financial misconduct across World Vision (WV) offices.

Reporting to the Senior Manager, Financial Investigations, the role involves producing high-quality investigative reports, supporting follow-up actions, and providing technical expertise to other investigators as required. The position plays a critical role in safeguarding WV’s assets, reputation, people, and donor confidence.


Major Responsibilities

1. Financial Investigations

  • Analyze and conduct preliminary assessments of misconduct allegations to determine potential violations of World Vision policies or applicable laws.
  • Initiate, plan, lead, support, and oversee investigations into complex cases involving fraud, corruption, bribery, kickbacks, extortion, conflicts of interest, product substitution, embezzlement, theft, ethical misconduct, mismanagement, waste, and abuse.
  • Prepare and review detailed investigative documentation, including investigation plans, engagement memoranda, reports of investigation, Excel-based analyses, PowerPoint presentations, and quarterly investigative reports.
  • Deliver clear oral and written briefings to senior management and relevant staff.
  • Conduct a full range of investigative activities, including:
    • Review and analysis of EthicsPoint allegations and case information
    • Examination of financial and operational records
    • Research and data analysis using analytic and computer forensic tools
    • Surveillance activities where appropriate
    • Witness and subject interviews
  • Coordinate investigative activities with internal and external stakeholders, including WV Global Centre, National and Regional Offices, legal teams, donors, NGOs, banks, and law enforcement agencies.
  • Deliver high-quality, reliable, and insightful investigations into serious allegations of financial misconduct.
  • Identify control weaknesses, operational gaps, and systemic risks, and recommend remediation measures to strengthen internal controls and minimize losses.

2. Capacity Building and Strategic Initiatives

  • Provide investigative training and guidance to part-time investigators and junior investigation staff.
  • Develop, update, and support implementation of investigation manuals, procedures, and fraud prevention measures.
  • Identify emerging fraud trends and recommend risk mitigation strategies.
  • Support and help streamline Global Compliance, Risk, & Investigations (GCRI) strategic initiatives to enhance investigative effectiveness and efficiency.
  • Lead investigative and support teams during complex assignments and build investigative capacity across WV offices.
  • Align investigative goals and processes with World Vision 2030 strategy through collaboration with internal and external stakeholders.
  • Communicate risks and high-profile investigation outcomes to management in a timely and persuasive manner.
  • Recommend improvements to investigative tools, methodologies, and procedures based on case analysis and lessons learned.
  • Promote a Christ-centered investigative culture grounded in integrity, accountability, and stewardship.

Requirements

Education and Certification

  • Bachelor’s degree or higher in Accounting, Finance, Criminal Justice, or a related field.
  • Completion of an externally recognized investigation training programme and/or professional certification such as:
    • CPA (Certified Public Accountant), or
    • CIA (Certified Internal Auditor), or
    • CA (Chartered Accountant)
  • CFE (Certified Fraud Examiner) certification is highly preferred.

Experience

  • Minimum of 5–7 years of professional experience in investigations, auditing, law, and/or project management within international organizations.
  • Proven experience conducting complex financial investigations.
  • Experience working in global and cross-cultural environments.

Skills and Competencies

  • Strong investigative, research, analytical, and computer forensics skills.
  • Excellent oral and written communication skills.
  • Strong interpersonal and cross-cultural communication abilities.
  • Ability to work independently with sound judgment and discretion.

Language Requirement

  • Fluency in French (spoken and written) is mandatory.
