PURPOSE OF THE ROLE:

To supervise, coordinator and reconcile the fuel delivery and dispensing to the mine equipment in order to ensure correct delivery of fuel to site and controls in place to mitigate fuel theft during issuing to the mine equipment and during operation. Investigate fuel discrepancies and develop action plan to mitigate the associated risks.

QUALIFICATIONS:

  • Advanced Certificate in secondary school
  •  education, Diploma or equivalent.
  • Must have a valid Tanzanian driving license and able to drive manual transmission vehicles.

EXPERIENCE:

  • A minimum of five (5) years of security related experience with at least three (3) years in supervisory role.

              MAIN OR KEY ACCOUNTABILITIES:

  • To lodge disciplinary complaints against employees or contractors alleged to involve with diesel theft.
  • Conducting daily fuel reconciliation on HME and LME equipment.
  • Conducting daily fuel reconciliation on fuel bowsers.
  • Reconciling manual fuel sheets, fuel vouchers and fuel dockets with LAS system.
  • Advising the LAS personnel or technicians on the abnormalities on the LAS reports.
  • Monitoring diesel supply to Government vehicles.
  • To file the fuel sheets and fuel vouchers/dockets and keeping electronically the fuel delivery records.
  • Conducting investigation on fuel discrepancy or losses.
  • Conducting investigation on fuel theft activities – prepare dockets and complaint forms.
  • Conduct field inspection on the HME or LME equipment vulnerable for fuel theft.
  • Liaising with HME/LME management to install physical protection on the equipment susceptible to fuel theft.
  • Responding to all queries pertaining to fuel issues.
  • Attending disciplinary hearing / labour cases / CMA and Court sessions on diesel theft cases.
  • Supervising and training subordinates on fuel reconciliation duties.
  • Coaching and delegating subordinated on fuel reconciliation duties.
  • Compiling weekly fuel losses report.
  • Submission of the weekly fuel losses report to the Hydrocarbon superintendent.
  • Populating the weekly fuel losses report into the security weekly report.
  • Auditing and analysing the PUMA -AGO weekly sales report.
  • Developing action plans on combatting fuel theft activities on the company equipment.
  • Attending weekly meeting with other stake holders on fuel management issues.
  • Compiling a service machine unit report (SMU) with reference to monthly fuel consumption.
  • Auditing and analysing the PUMA – AGO monthly sales report.
  • Compiling a month end fuel usage report sitewide.
  • Compiling a monthly fuel return report (Escrow Account) for TRA purpose.
  • Sign off and submission of the month end fuel usage report to finance.
  • Submission of Escrow Account report to finance.
  • Submission of SMU report to finance and HME work planner.
  • Updating the graph for fuel losses versus target.
  • Updating the Fuel &Hours database.
  • Attending monthly communication meeting with other stakeholders on fuel issues i.e. LAS, HME-Engineering, supply chain, PUMA Contactor etc.
  • Monitoring fuel delivery and consumption on contactors.
  • Monitoring on bulk lube oil material delivery from PRSL to HME storage facility and Nyankanga shift change field service, Star & Comet workshop and Nyamulilima complex workshop.
  • Filing and Record keeping.
  • Compiling annual fuel consumption report sitewide.
  • Upgrading the fuel losses versus target graph.
  • Reviewing the fuel loss target.
  • Developing of new methodology or approaches on improving fuel recon activities
  • Participation in annual internal or external audit on fuel issues.
  • Demonstrate effective knowledge of Safety, Health & Environment procedures in and around the workplace.
  • Demonstrate the knowledge & application of managerial leadership whilst at work.
  • Demonstrate the knowledge & application of ethical conducts.
  • Demonstrate knowledge of methods/procedures and practices and their application to specific situations e.g. search and arrest procedures, statement taking, explosive and weapon, manning of access points, risk assessments, etc.
  • Managing the outputs and working behaviours of your subordinates.
  • Building and sustaining a team of subordinates capable of producing the best outputs.
  • Continuously improving the processes used by the team in delivering their daily outputs.
