Job Purpose

The Responsible AI & Ethics Officer is responsible for developing, implementing, and overseeing the Bank’s Responsible AI policies, governance frameworks, and ethical standards. The role ensures that all Artificial Intelligence (AI) and Machine Learning (ML) initiatives comply with internal governance principles, regulatory requirements, and ethical norms—promoting fairness, transparency, and accountability across all AI models and systems.

Principal Responsibilities

AI Governance & Ethical Frameworks

• Develop, implement, and maintain Responsible AI and Ethics frameworks aligned with the Bank’s AI/ML governance strategy.
• Promote ethical AI practices and ensure compliance with regulatory and organizational standards.
• Conduct ethical risk assessments for AI/ML models to ensure fairness, explainability, and transparency.

Monitoring & Compliance

• Monitor deployed AI systems to ensure ongoing compliance with fairness, privacy, bias mitigation, and accountability requirements.
• Maintain comprehensive documentation for ethical reviews, model validation, and audit trails to support regulatory inspections.
• Ensure ethical handling of personal and sensitive data in alignment with Tanzania’s Data Protection Act and Bank of Tanzania (BoT) regulations.

Stakeholder Collaboration & Alignment

• Work closely with data scientists, compliance officers, legal teams, and other stakeholders to maintain AI governance standards.
• Collaborate with the Data Governance Council to ensure alignment between AI governance and enterprise-wide data governance policies.
• Advise on ethical considerations related to AI use cases, ensuring responsible innovation aligned with corporate values.

Training & Capacity Building

• Provide training, awareness sessions, and guidance on Responsible AI, model transparency, and data ethics to relevant teams.
• Support the AI Model Risk and Governance Framework through continuous evaluation of ethical compliance.

Qualifications Required

• Bachelor’s degree in Computer Science, Data Science, Artificial Intelligence, Law, or a related discipline.
• Certification or formal training in AI Governance, AI Ethics, or Responsible AI is an added advantage.
• Minimum of 4 years’ experience in AI/ML governance, data ethics, compliance, or risk management within the financial sector.
• Experience developing or auditing AI systems for bias, fairness, interpretability, and explainability.
• Strong understanding of data protection regulations and banking sector compliance frameworks.
• Demonstrated ability to work collaboratively with multidisciplinary teams (Legal, Compliance, Risk, IT).

Technical Skills

• Proficiency in Python and R programming.
• Experience with PyTorch or equivalent machine learning frameworks.
• Database Management (SQL and NoSQL).
• Knowledge of data encryption, anonymization, and privacy-preserving techniques.
• Experience with cloud computing environments (Azure or hybrid on-premise).
• Scripting and policy automation skills.
• Familiarity with international AI ethics frameworks (e.g., OECD, EU AI Act, Deloitte Trustworthy AI Framework).
