Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania in addressing public health issues including maternal and child health, HIV, TB, malaria, and nutrition since 1987.

The organization is funded by PEPFAR through CDC Tanzania to implement a comprehensive HIV care and treatment clinical cascade project under the Afya Thabiti brand. The project has been active in Mara, Simiyu, and Zanzibar since October 2023, and expanded to Dar es Salaam from January 2026, supporting facility and community-based HIV prevention, care, and treatment services.

Amref works closely with the Tanzania Ministry of Health, Zanzibar Ministry of Health, and PORALG to ensure high-quality service delivery.

 Position: Supply Chain Management & Logistics Officer

Job Description

The Supply Chain Management and Logistics Officer will provide technical and operational support to ensure uninterrupted supply of HIV/AIDS commodities for the Afya Thabiti Project. The position supports effective implementation of HIV care and treatment services by strengthening supply chain systems across supported facilities, contributing to the 95-95-95 targets and HIV epidemic control.


 Key Roles and Responsibilities

  • Ensure all supported sites use logistics management tools properly (paper-based, e-LMIS, Pharmacy Module).
  • Monitor and ensure continuous availability of HIV-related commodities through forecasting, quantification, and budgeting.
  • Ensure adherence to national standards and technical procedures for procurement, distribution, and dispensing of HIV commodities.
  • Support sites/districts to maintain required minimum and maximum stock levels of HIV commodities, reagents, and consumables.
  • Coordinate redistribution of commodities between facilities to prevent stockouts and overstocking.
  • Collaborate with R/CHMTs to conduct joint supportive supervision and mentorship on supply chain practices.
  • Ensure availability and use of SOPs, guidelines, and job aids at supported sites.
  • Identify training needs and facilitate basic and refresher training using national curricula.
  • Represent the project in regional and district SCM-related meetings, providing technical input in alignment with MoH and PEPFAR standards.
  • Participate in national forums, TWGs, and SCM reporting or presentation sessions.
  • Support accurate and timely reporting of logistics data in line with donor and national requirements.
  • Contribute to preparation of reports on commodity status, forecasting outcomes, and identified gaps.
  • Perform any other related duties assigned by the line manager.

 Qualifications

Education and Experience

  • Bachelor’s degree in Pharmacy with strong exposure to pharmaceutical supply chain management and logistics.
  • Minimum of three (3) years of experience in pharmaceutical supply chain management, logistics, or related fields within public health programs.
  • Experience with donor-funded programs (e.g., PEPFAR) and familiarity with reporting systems is preferred.

Skills and Competencies

  • Strong technical knowledge of HIV/AIDS supply chain systems and logistics information systems (e.g., e-LMIS).
  • Excellent oral and written communication skills in English and Kiswahili.
  • Strong leadership, coordination, and team-building abilities.
  • Ability to work independently, handle multiple priorities, and meet deadlines.
  • High attention to detail, accuracy, and commitment to continuous improvement.
