Overview

The Supply Chain Specialist (SCS) provides dedicated operations, procurement and logistical support to the project field teams and implementing partners. The SCS leads stocktaking in project warehouses located in Morogoro and Tabora regions, forecasting and quantifying medical and nonmedical commodities and equipment needed to achieve annual target, and coordinates procurement requests and distribution internally and externally. The SCS monitors stock movement working in close collaboration with Program Assistants to track facility-level consumption, and forewarns regions about overstocked, out-of-stock and expiring products. The SCS is accountability for the project’s inventory held in the warehouses.

Responsibilities

  • Maintain and circulate an updated inventory of medical and nonmedical supplies and equipment held in project warehouses and sub-office stores.
  • Contribute to work plan development and budgeting by identifying and quantifying supplies, equipment and other materials needed to support activities.
  • Participate in USAID quantification exercises for VMMC supplies ordered internationally through Procurement and Supplies Management (PSM).
  • Coordinate all project procurement through Jhpiego Procurement Management Information System (JProMIS) conforming to required specifications, procedures and timelines.
  • Prepare shipment requirements and route plans and organize with vendors to ensure appropriate transport and timely onward distribution of commodities to final destination.
  • Participate in spot checks with regional and council pharmacists to ensure proper storage, maintenance, use and documentation of VMMC commodities issued to health facilities.
  • Support implementation of innovative strategies using mobile phone technology to promote facility-level tracking and reporting of goods received and issued through facility pharmacies.
  • Lead efforts to integrate project commodities with Medical Sores Department (MSD) supply chain management and oversight through sub-national government pharmacists.
  • Represent the project in key meetings to share VMMC supply chain management lessons, implications and recommendations to influence best practice and advocate changes.
  • Perform other duties assigned from time-to-time by your supervisor.

Required Qualifications

  • Degree in a field relevant to procurement and supplies, warehouse, stores, inventory, supply chain management or extensive hands-on supply chain management experience.
  • At least 6 years’ experience supporting combination HIV prevention activities incorporating both facility and community interventions. Experience with VMMC desirable.
  • 5 years’ experience or more managing procurement in donor-funded programs.
  • Experience working with facility-based health services delivery teams desirable.
  • Field oriented and comfortable working with R/CHMTs, District and Facility Pharmacists, inspiring teamwork and motivating colleagues to embrace good inventory management practices.
  • Experience working with USAID, MOH, PORALG, INGOs and CSOs desirable.
  • Strong change management, results oriented and decision making skills.
  • Demonstrated experience facilitating training and building capacity of individuals and organizations.
  • Excellent written and oral communication and presentation skills in Kiswahili and English.
  • Demonstrated self-management (e.g. motivation, dealing with pressure, adaptability, diplomacy).
  • Competency using MS Office (email, Word, Excel, PowerPoint).
  • Ability and willingness to travel up to 25% time.
