CALL FOR ARCHITECTURAL SERVICES 

Terms of Reference (ToR)

For Engaging an Architect to Develop Building Plans for UMATI Dispensaries.

1. Background

UMATI intends to construct and renovate its dispensaries to improve access to primary healthcare services in Mbinga, Songea, Morogoro,Dodoma and Kilimanjaro. To ensure the dispensaries meets health sector standards and community needs, we seek the services of a qualified architect to prepare comprehensive architectural and engineering plans.

2. Objective

To engage a qualified and registered architect to design and develop detailed building plans and technical documentation for the proposed dispensary, ensuring compliance with Tanzanian building codes, Ministry of Health guidelines, and local government authority requirements.

3. Scope of Work

The architect will be responsible for the following tasks:

• Site Visit & Assessment
  • Conduct a physical site inspection to assess the area and current building structures.
  • Collect relevant data.
• Preliminary Design
  • Engage stakeholders to understand healthcare service needs and community expectations.
  • Prepare at least two concept designs for review and feedback.
  • Incorporate key components such as:
    • Consultation rooms
    • Waiting area
    • Ultrasound room
    • Medical Examination
    • Procedure room
    • Pharmacy
    • Laboratory
    • Maternity room
    • Staff office
    • Sanitation facilities
    • Waste disposal area
• Final Architectural Design
  • Produce detailed architectural drawings (floor plans, elevations, sections, and site plan).
  • Provide structural, electrical, and plumbing layouts.
  • Ensure the design allows for accessibility, natural lighting, ventilation, and future expansion.

• Bill of Quantities (BoQ)
  • Collaborate with a quantity surveyor to prepare a BoQ based on the final design.
• Regulatory Compliance
  • Ensure designs conform with Tanzanian health facility standards.
  • Submit plans for approval to relevant authorities (e.g., Municipal Council, Ministry of Health).

4. Deliverables

• Site analysis report
• Conceptual design options
• Final approved architectural drawings
• Structural, electrical, and plumbing drawings
• BoQ and technical specifications
• Copies of approvals from relevant authorities

5. Duration

The assignment is expected to be completed within [3] weeks from the date of contract signing.

6. Qualifications and Experience

The architect (individual or firm) should possess:

• Valid registration with the Architects and Quantity Surveyors Registration Board (AQRB) in Tanzania.
• Minimum of 5 years of experience in health facility design is added advantage.
• Proven track record of similar projects.
• Familiarity with local construction standards and public health infrastructure requirements.

7. Reporting

The architect will report to the Project Manager and will work closely with community representatives and other stakeholders.

8. Submission Requirements

Interested applicants should submit:

• Company profile or individual CV
• Copies of registration certificates
• Portfolio of similar work
• Work plan and methodology
• Financial proposal

Evaluation Criteria for Architectural Services Proposals

All proposals will be evaluated based on a two-stage process: Technical Evaluation and Financial Evaluation. The overall score will be weighted as follows:

• Technical Proposal: 80%
• Financial Proposal: 20%

Only firms/individuals who score at least 70% in the technical evaluation will proceed to the financial evaluation stage.

A. Technical Evaluation (80 Points Total)

Financial Evaluation (20 Points Total)

The financial proposal will be assessed only for bidders who score at least 70% on the technical proposal. The lowest-priced proposal among technically qualified bids will receive the full 20 points.
