SUMMARY OF THE POSITION

Cowater is currently seeking an experienced Project Coordinator for a proposal we are developing for Global Affairs Canada’s Field Support Services Project (FSSP) in Tanzania. Candidates must be fluent in English and will be currently based in or willing to relocate to Dar es Salaam at their own expense.

KEY RESPONSIBILITIES

  • Ensuring the overall quality and management of all services offered by the project.
  • Leading the preparation of all key project documents including Annual Work Plans, project budgets and financial reports.
  • Planning and coordinating administrative, financial and logistics management services and ensuring compliance with schedules and strong quality of deliverables.
  • Developing and maintaining networks of key stakeholders (government, civil society, other donors, private sector).
  • Planning and coordinating procurement services of goods and services, including locally engaged subject-matter experts.
  • Overseeing quality assurance and ensuring accuracy of reporting and invoicing for services rendered.
  • Ensuring effective management and internal monitoring of project progress and results, including managing through project issues and problems as they arise.
  • Providing verbal and/or written briefings to GAC on progress and concerns on an ongoing basis and at scheduled points in the life cycle;
  • Coordinating and preparing documentation in response to scheduled and unscheduled reports, returns and observations to update GAC management on project progress;
  • Planning and coordinating the activities of project personnel, stakeholders, sub-contractors and other support providers;
  • Preparing formal work breakdown structure and compliance charts;
  • Ensuring documented achievements and results achieved for Technical Specialists;
  • Receiving requests for technical assistance and incoming deliverables from Technical Specialists, prioritizes, assesses urgency, sets deadlines; ehWe0pl B2wwdw
  • Monitoring the design, operations startup and implementation of the project against established goals, objectives and milestones;
  • Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems;
  • Formulating and managing project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management;
  • Provide weekly updates to the Technical Authority, Tanzania Development at HQ, and other relevant project stakeholders;
  • Providing advice on DFATD-related projects and related issues to the Development Section of the Canadian High Commission in Tanzania, and DFATD; and
  • Developing and maintaining a network of key stakeholders (government, civil society, other donors, private sector).

Education:

  • Advanced (post-graduate) degree in political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences. A copy of the stated proof of education MUST be provided.

Minimum Experience:

  • Previous experience (10 years or more preferred) managing international development programming – with a focus on long-term and high value programming;
  • Experience managing a minimum of two international development programming (with a minimum duration of 3 years) with a project value of over $2,000,000 CAD per project;
  • Experience leading preparation of key project documents including annual workplans financial, administrative, and narrative reports, including risk management;
  • Experience engaging and working closely with multiple international development stakeholders in developing countries including government authorities and donors (such as Global Affairs Canada, FCDO, USAID);
  • Proven experience managing the entire project lifecycle from start to finish including proposal, development of work plans and milestones, expenditure forecasts and summaries, monitoring and evaluation, reporting and communications;
  • Demonstrated experience planning and coordinating the activities of project personnel, stakeholders, sub-contractors and other support providers;
  • Demonstrated ability to ensure cost-effectiveness of services delivered within a project;
  • Experience identifying risks and opportunities and developing problem solving strategies; and
  • Demonstrated experience managing the following types of services: administrative services; financial management activities; and logistical and coordination activities.

Language Proficiency An advanced working proficiency in English (reading, writing, speaking) is required. Proficiency in Swahili is considered an asset.

Employment Conditions Candidates must be legally entitled to live and work in Tanzania. The ideal candidate will already be living in/based in Dar es Salaam.
