SUMMARY OF THE POSITION
Cowater is currently seeking an experienced Administrative Officer for a proposal we are developing for Global Affairs Canada’s Field Support Services Project (FSSP) in Tanzania. Candidates must be fluent in English and will be currently based in or willing to relocate to Lima at their own expense.
KEY RESPONSIBILITIES
- Ensuring maintenance of the record keeping and filing system;
- Managing and monitoring the financial systems to ensure that project financial data are maintained in an accurate and timely manner;
- Maintaining the accounts payable and accounts receivable systems to ensure complete and accurate records of project funding;
- Administering timely payments to suppliers, contractors, and technical specialists;
- Tracking and monitoring project expenses, in accordance with the approved project budget;
- Preparing financial and procurement reports and budgets;
- Developing and maintaining knowledge of financial policies and regulations;
- Providing financial advice related to local laws and regulations, financial institutions and the reasonableness of estimated expenses for products or services to support compliance with financial policies and regulations;
- Providing accounting and financial reconciliation services;
- Providing administrative and technical support of a clerical nature, as required, to the project team and third parties, as required;
- Assisting and contributing to the preparation of all key FSS deliverables and documents;
- Acting as the first point of contact in a “hotline” situation by accepting incoming calls, logging calls, attempting to resolve simple problems and following established procedures for more difficult problems;
- Tracking Technical Specialist requests;
- Assisting with the coordination of logistical services such as vehicle rental, travel, missions and the drafting of Travel Letters with third parties and sub-contractors; ehWe6vx B2wwdw
- Assisting with the preparation of progress reports and other documents; and
- Providing advice or assistance in relation to local government documentation requirements, visa, work permit processes, and related services.
- Supporting the administration of contracts coordinated by the Project Manager.
Education:
- Undergraduate degree in a relevant discipline such as business, accounting, or management is required; Graduate is considered an asset. A copy of the stated proof of education MUST be provided.
- Additional accredited financial training certificates held are considered an asset: Accounting Management (Certified Public Accountant (CPA), Certified General Accountant (CGA), or Chartered Financial Analyst (CFA), Financial Management, or Business Management. A copy of the stated proof of education MUST be provided.
Minimum Experience:
- Previous experience (6 or more years preferred) supporting international development programming in financial and administrative capacities;
- Experience supporting two international development projects (with a minimum duration of 3 years) with a project value of over $2,000,000 CAD of each project;
- Experience working with international development stakeholders including civil society organisations, the private sector, multilateral organisations, donors (such as GAC, USAID, FCDO), as well as local or national governments;
- Experience preparing financial reports;
- Proven ability to contribute to, manage, and monitor financial systems to ensure accuracy and complete and accurate records of project expenditures;
- Experience administering the provision of logistical services;
- Demonstrated experience keeping records and maintaining filing systems for projects;
- Prior experience contributing to, preparing and submitting financial reports in a timely manner including Financial Plans, Annual Work Plans, Expenditure Summaries and Reports.
- Demonstrated experience in the development of operational documents including but not limited to manuals, policies and procedures, and monitoring tools;
- Experience assisting with the coordination of logistical services such as mission planning, local transportation, travel arrangements and related services;
- Experience providing advice or assistance in relation to local government documentation requirements, visa, work permit processes, and related services.
- Experience managing, tracking, and coordinating project funds, reviewing and preparing invoices.
Language Proficiency An advanced working proficiency in English and (reading, writing, speaking) is required. Proficiency in Swahili is considered an asset.
Employment Conditions Candidates must be able to live and work in the project country. The ideal candidate will already be living in/based in
Dar es Salaam, Tanzania.
