Company BackgroundAmref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania in addressing key health challenges including maternal and child health, HIV, TB, malaria, and nutrition since 1987.

The organization implements the Afya Thabiti Project, funded by PEPFAR/CDC Tanzania, which supports HIV prevention, care, and treatment services to accelerate the achievement of the 95-95-95 HIV control targets. The project has been implemented in Mara, Simiyu, and Zanzibar since 2023, and expanded to Dar es Salaam in January 2026, delivering both facility and community-based services in collaboration with the Government of Tanzania and Zanzibar health authorities.

Amref is inviting applications for the following position:


 Position: HIV Testing Services (HTS) Officer

The HTS Officer will serve as the technical lead for HIV testing and linkage services across supported districts and facilities. The role ensures high-quality implementation of HTS strategies, linkage case management, and adherence to national standards. The officer will work closely with R/CHMTs, facility in-charges, HTS focal persons, and other stakeholders, receiving technical guidance from the HTS Advisor and administrative oversight from the Regional Program Manager.


 Key Responsibilities

  • Support the development of weekly, monthly, and quarterly work plans for HTS and positive identification strategies.
  • Assist R/CHMTs in planning, implementing, and evaluating HTS activities in supported facilities.
  • Ensure provider-initiated HIV testing and counseling is conducted in all service delivery points (inpatient, outpatient, MNCH, TB, STI, and NCD clinics).
  • Support high-yield HTS strategies including index testing, Social Network Testing, HIV self-testing, and O-PITC.
  • Assist sites in identifying unreached HIV-positive clients, including key and vulnerable populations (children, male adolescents, and young women).
  • Provide on-the-job training, orientation, and dissemination of HTS guidelines and best practices.
  • Strengthen site capacity to implement HTS strategies and linkage case management.
  • Ensure adherence to safety and ethical standards in HTS/LCM services.
  • Provide technical support for HTS monitoring, reporting, evaluation, and documentation.
  • Offer technical leadership for high-yield HTS and linkage strategies.
  • Ensure availability of commodities (rapid test kits, condoms) and necessary tools/SOPs at supported sites.
  • Collaborate with team leads and R/CHMTs to ensure proper coordination and meeting project financial obligations.
  • Work with project teams to ensure successful linkage and early retention of HIV-positive clients from community-based HTS.
  • Conduct weekly review meetings to track progress and develop action plans toward achieving the first 95 target.
  • Support internal and external quality assurance activities for HIV testing and ensure documentation and follow-up.
  • Provide support to administrative and finance teams for smooth implementation of HTS activities.
  • Collaborate with CHMT and RHMT to ensure ongoing mentorship and technical support to HTS providers.

 Qualifications & Experience

  • Bachelor’s degree in Medicine or Nursing. A Master’s degree in Public Health or a related field is an added advantage.
  • Proven experience in HIV Testing programs and Linkage Case Management.
  • Strong analytical and report-writing skills.
  • Minimum 3 years of hands-on experience in HIV prevention, care, and treatment programs in resource-limited settings.
  • Experience working with Local Government Authorities and PEPFAR-funded projects.

 Knowledge, Skills & Competencies

  • Excellent interpersonal and people management skills; a strong team player.
  • Strong computer skills (MS Excel, Access, Word, PowerPoint).
  • Ability to provide high-quality technical assistance to districts and facilities.
  • Ability to work effectively in a diverse team.
  • Ability to work independently with minimal supervision and strong problem-solving capabilities.
  • Good command of English and Swahili (added advantage).
