Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania in addressing key public health challenges including maternal and child health, HIV, TB, malaria, and nutrition since 1987.
Through funding from PEPFAR/CDC Tanzania, Amref implements the Afya Thabiti project, a comprehensive HIV care and treatment clinical cascade program supporting the achievement of the 95-95-95 epidemic control targets. The project has been active in Mara, Simiyu, and Zanzibar since October 2023, and expanded to Dar es Salaam in January 2026, delivering both facility and community-based services.
Amref is seeking qualified candidates for the position:
Position: Human Resources and Admin OfficerThe HR and Admin Officer will provide strategic support to Human Resources, Administration, and Management functions. The role ensures that Dar es Salaam Regional Office support services operate efficiently, effectively, and cost-consciously.
Duties and Responsibilities
1. Employee Relations
- Provide continuous coaching, guidance, and HR support to employees and management.
- Maintain open, timely, and professional communication with all stakeholders.
- Proactively address people-related issues at all organizational levels.
- Support development and implementation of HR initiatives and systems.
2. Performance Management
- Assist in effective communication and implementation of the Performance Management System.
- Support management in identifying top performers and developing action plans for career growth.
- Identify non-performers and support development of monthly improvement plans.
3. Compliance Management
- Provide guidance on HR policies, procedures, and best practices.
- Oversee staff training on safety, first aid, and standard operating procedures.
- Support process improvement strategies to enhance operational sustainability.
- Maintain HR systems, records, and compliance with legal requirements.
- Ensure adherence to the Amref Global Code of Conduct, Safeguarding Policy, HR audits, and donor audit recommendations.
4. Recruitment & Selection
- Create, supervise, and implement onboarding plans.
- Identify suitable candidates through assessments, interviews, and profiling.
- Maintain fair and equitable recruitment processes aligned with job requirements.
- Conduct background and reference checks; prepare job offers.
- Maintain a database of qualified candidates for future openings.
5. Employee Administration
- Prepare contracts (permanent and temporary) and ensure timely documentation.
- Ensure salary packages comply with HR policy.
- Manage employee files—opening, transferring, and closing as needed.
- Review timesheets and attendance reports monthly.
- Ensure completion of new employee forms (Social Security, Medical Aid, Pension, etc.).
- Support exit interviews and analyze findings to improve retention.
- Manage employee movements—transfers, promotions, terminations.
- Ensure timely preparation and dispatch of HR letters and correspondence.
- Provide input for continuous policy and procedure improvement.
6. Disciplinary & Grievance Management
- Participate in disciplinary hearings and verify warning processes.
- Track improvement of employee performance or behavior following corrective actions.
7. Administrative Functions (Asset Management)
- Support building maintenance (cleaners, plumbers, electricians, etc.).
- Identify and tag all new assets.
- Process insurance claims for lost or damaged assets.
- Coordinate asset disposal and prepare reports.
- Ensure all organizational assets are properly insured.
8. Office Management
- Oversee day-to-day office administration for the Dar es Salaam regional office.
- Manage logistics support, office supplies, and administrative staff.
- Coordinate meetings, trainings, workshops, and official visits.
- Maintain updated inventory of office equipment, furniture, and project assets.
- Supervise office cleaning and ensure preventive maintenance of office facilities.
- Ensure timely payment of utility bills.
- Oversee Safety, Security, and Emergency Preparedness compliance.
- Ensure adherence to safety and security policies at Mwananyamala.
9. Fleet Management
- Manage vehicle and generator operations.
- Supervise drivers and allocate assignments based on schedules and workloads.
- Maintain a detailed transport management database.
- Monitor adherence to driving policies, fueling procedures, and logbook accuracy.
- Evaluate the overall performance of fleet systems.
 Qualifications, Experience & Skills Required
- Master’s degree in Human Resources Management, Industrial Relations, or Business Administration.
- HR certifications in HR Management, Strategic HRM, or Labour Laws are an added advantage.
- Minimum 6 years of experience, with at least 3 years in an NGO, international organization, or donor-funded project.
- Strong experience managing compliance with donor and statutory regulations.
- Creative, innovative, and strong team player.
- Proven experience in Administration and Fleet Management.

- Fluency in English and Swahili.
