Amref Health Africa – Tanzania is a non-profit public health organization supporting the Government of Tanzania since 1987 in areas including maternal and child health, HIV, TB, malaria, and nutrition.

Through PEPFAR funding via CDC Tanzania, Amref implements the Afya Thabiti Project, a comprehensive HIV care and treatment initiative aimed at achieving the 95-95-95 epidemic control targets. The project has been operational in Mara, Simiyu, and Zanzibar since 2023, and expanded to Dar es Salaam in 2026, supporting both facility- and community-level HIV service delivery.

The program collaborates with the Ministry of Health, Zanzibar Ministry of Health, and PORALG.


📍 Position: HIV/AIDS Clinical Services Officer

Job Description

The HIV Clinical Services Officer supports the delivery of high-quality, integrated HIV care and treatment services, ensuring adherence to national guidelines and PEPFAR priorities. The role strengthens the entire HIV treatment cascade—including case identification, linkage, ART initiation, retention, and viral suppression—toward achieving the 95-95-95 goals.

The officer collaborates closely with CHMTs, facility teams, and community partners to ensure sustainable, client-centered, data-driven service delivery.


📝 Key Responsibilities

  • Support provision of comprehensive HIV care and treatment per national guidelines.
  • Ensure smooth implementation of the clinical cascade: case identification, linkage, adherence counseling, retention, and viral suppression.
  • Facilitate integration of AHD services, CD4 testing, hypertension, diabetes, hepatitis, and mental health assessments into HIV care.
  • Provide technical support to HCWs alongside CHMTs in implementing DSDMs (same-day ART, 3/6MMD, community ART refills).
  • Coordinate with case identification officers and peer navigators to ensure timely linkage and enrollment of newly diagnosed clients.
  • Collaborate with Retention Officers to ensure proper follow-up and documentation of ART clients.
  • Strengthen community engagement through CHWs and expert clients to trace and re-engage clients experiencing treatment interruption.
  • Facilitate linkage of PLHIV to economic strengthening and life skills initiatives where applicable.
  • Support clinic preparation, eligibility checks, and client reminder systems to reduce missed appointments.
  • Build capacity of healthcare providers through mentorship, oversight, and dissemination of SOPs and guidelines.
  • Participate in technical meetings at cluster, council, and facility levels.
  • Join monthly and quarterly review meetings to analyze progress and address implementation barriers.
  • Collaborate with clinical, community, M&E, and laboratory teams for integrated service delivery.
  • Ensure all services comply with national and donor guidelines.
  • Monitor clinical outcomes, including viral load testing and other investigations.
  • Track CQI indicators and develop remediation plans where necessary.
  • Work with M&E teams to ensure high-quality, timely data entry and reporting.
  • Use program data for decision-making and quality improvement.
  • Prepare and submit weekly, monthly, quarterly, and annual reports to the Clinical Services Advisor.
  • Participate in DQAs and performance review sessions.

🎓 Qualifications

Education & Professional Requirements

  • Doctor of Medicine (MD) from a recognized institution.
  • Master’s in Public Health (MPH) or equivalent is an added advantage.

Experience

  • Minimum 4 years of experience in HIV clinical care and treatment, preferably within PEPFAR-supported programs.
  • Proven collaboration with R/CHMTs, facility teams, and partners to achieve program targets.
  • Strong data analysis and interpretation skills.

Knowledge, Skills, and Competencies

  • Technical expertise in HIV care, ART management, and differentiated service delivery.
  • Strong program planning, coordination, and management capabilities.
  • Excellent collaboration with government, partners, and community groups.
  • Strong leadership, mentorship, and supervisory skills.
  • Proficiency in Microsoft Office and familiarity with CTC2 and DHIS2 systems.

Languages

  • Fluency in English and Swahili, both spoken and written.
