Consultancy to Develop Monitoring, Evaluation and Learning (MEL) Strategy for the “Improving Teachers’ Motivation Through Local Initiatives Project in Tanzania”
1. About TEN/MET
The Tanzania Education Network/Mtandao wa Elimu Tanzania (TEN/MET) was founded in 1999 as a national coalition of non-state actors committed to advancing quality, equitable, and inclusive education in Tanzania.
The network consists of over 255 members—CBOs, national NGOs, and international NGOs—dedicated to improving education quality across the country.
TEN/MET operates in all 26 regions of mainland Tanzania.
2. Project Summary
TEN/MET is implementing the project titled “Improving Teacher Motivation Through Local Initiatives in Tanzania.”
The project aims to strengthen teacher motivation and professional development in 160 public secondary schools across 10 regions, reaching over 3,000 teachers and indirectly benefiting more than 1 million students.
Target regions include: Morogoro, Dar es Salaam, Geita, Mwanza, Tabora, Katavi, Lindi, Rukwa, Songwe, and Manyara.
Key Components of the Five-Year Project
- Competitive fund for innovative community-based teacher motivation programs.
- Reactivation of Teacher Resource Centres (TRCs) as Smart Hubs.
- Community engagement and media campaigns to elevate the teaching profession.
- Institutional strengthening for TEN/MET and its members.
- Research and policy advocacy for evidence-based reforms in teacher motivation and professional development.
A qualified consultant is required to develop a comprehensive Monitoring, Evaluation, and Learning (MEL) Strategy for the project’s inception phase.
3. Purpose of the Assignment
The consultancy aims to develop a comprehensive MEL Strategy aligned with:
- Leaders in Teaching (LIT) Dashboard indicators, and
- TEN/MET’s Strategic Plan.
The MEL Strategy will:
- Establish a systematic framework for tracking project progress, outcomes, and impacts.
- Strengthen organizational learning and adaptive management.
- Enable timely, evidence-based reporting to donors, MOEST, PO-RALG, and key education sector stakeholders.
4. Scope of Work
The consultant will:
- Review relevant project documents (e.g., Result-Based Framework).
- Conduct consultative meetings with TEN/MET Secretariat, the donor, and key LIT stakeholders.
- Align the MEL Strategy with the existing Theory of Change (TOC).
- Design a comprehensive MEL framework detailing:
- performance indicators
- baselines and targets
- data sources and data collection tools
- analysis and reporting mechanisms
- reporting frequency and responsibility lines
- Propose data management and quality assurance systems and templates.
- Integrate gender, disability inclusion, and youth engagement into the MEL system.
- Design a learning and knowledge management plan.
- Facilitate a validation workshop for the draft MEL Strategy.
- Finalize the MEL Strategy incorporating stakeholder feedback.
- Build the capacity of TEN/MET staff on MEL Strategy operationalization.
5. Expected Deliverables
- Inception Report – including methodology, detailed understanding, and work plan.
- Draft MEL Strategy – containing:
- indicator matrix
- data collection plan
- learning agenda
- reporting templates
- capacity-building plan
- Final MEL Strategy – fully validated and approved, with annexes.
- PowerPoint presentation summarizing the MEL Strategy.
6. Duration of Assignment
The consultancy will be completed within 30 working days over a one-month period from the date of contract signing.
7. Reporting and Supervision
The consultant will report to the TEN/MET National Coordinator and will work closely with the Monitoring, Evaluation, and Learning (MEL) Specialist.
8. Qualifications and Experience
- Master’s Degree in Monitoring and Evaluation, Education, Statistics, Research, or related field (PhD is an added advantage).
- Minimum 7 years’ experience in developing MEL strategies, plans, or frameworks for education-related projects.
- Demonstrated experience in Theory of Change development, logical frameworks, and performance measurement systems.
- Strong quantitative and qualitative analysis skills, with proficiency in MEL software/tools (e.g., Kobo Toolbox, Power BI, DHIS2, Stata).
- Experience with donor-funded programs is an added advantage.
- Excellent facilitation, analytical, and report-writing skills.
9. Payment Schedule
Payment will be made upon satisfactory completion of deliverables:
- 20% – upon approval of the Inception Report.
- 40% – upon submission of the Draft MEL Strategy.
- 40% – upon approval of the Final MEL Strategy.
10. Application Process
Interested consultants or firms must submit:
- Cover letter.
- Technical proposal (methodology, work plan, deliverables).
- Financial proposal in TZS (inclusive of consultation fees and related costs).
- Detailed CVs of the lead consultant(s) and technical team.
- At least three references or examples of similar assignments.
- Valid business license, TIN, and VAT certificates.
