Local Consultant for the KOICA-Funded Project Titled “Integrated Programme for Out-of-School Adolescents (IPOSA) in Tanzania”

Background

GDC Consulting is an international development consulting firm founded in Korea in 2012. The firm currently serves as “Project Management Service for the Integrated Programme for Out-of-School Adolescents (IPOSA) in Tanzania (hereinafter “Service”)” funded by Korea International Cooperation Agency (KOICA). The Project is being implemented in partnership with the Institute of Adult Education (IAE), the Ministry of Education, Science and Technology (MoEST), and other relevant authorities. The project is responsible for monitoring overall project progress, supporting the operation of Project Coordination Team (PCT) meetings, managing and monitoring baseline, midline, and endline surveys, supporting output quality management and indicator management, reviewing action plan related to budget execution, budget accounting, report data verification and adequacy, and supporting regular project progress and financial reports and etc.

GDC Consulting seeks qualified candidates for the position of Finance and Accounting Consultant for financial management of the IPOSA project. The roles and Responsibilities for the position are as below;

◼ Basic Information

  • Position Title: Finance and Accounting Consultant
  • Contract period: 1 year (with a possibility of extension yearly basis)
  • Duty Station: Dar-es-salaam, Tanzania (with a possibility of traveling project sites)
  • Language Required: Fluent in English
  • Application Deadline: 31 March, 2024 (Midnight Dar es Salaam, Tanzania)

Duties and Responsibilities

Under the guidance and general supervision of the Project Manager, the Finance and Accounting Specialist is expected to carry out the following tasks:

  • Support Project Officer (PO) to carry out collecting and reviewing the accounting related project document;
  • Support to collect and review IAE’s quarterly project financial reports to ensure that project activities are implemented, and funds are utilized as planned;
  • Support to evaluate the suitability of IAE’s budget planning in accordance with KOICA and IAE budget and accounting standards;
  • Support to review of yearly project audit reports conducted by an external accounting audit firm;
  • Support to plan financial accounting training (workshops) with external financial and accounting experts, such as global accounting firms;
  • Attend the financial accounting training (workshops) to assist lecturers of financial reporting, accounting and other requested section;
  • Support to design and monitor the financial accounting training (workshops) for working-level officials who are responsible for budget planning and execution in project implementing institutes;
  • Facilitate the financial accounting training (workshops) sessions as financial and accounting consultant;
  • Write and submit individual monthly activity reports;
  • Perform any other related administrative or technical activities as assigned by Project Manager (PM), Project Officer (PO) and Project Action Officer (PAO)

◼ Required Qualifications

  • Minimum 2 years of solid experience in financial and budget management of public or private accounting system;
  • Understanding and experience in Tanzania government’s accounting information system;
  • Strong knowledge in project management and monitoring and evaluation;
  • Ability to communicate and write effectively in English

Preferred Qualification

  • Bachelor’s or higher degree in Finance, Audit, Business Management, Economics or relevant field;
  • Professional experience in international development organizations (International Organization, International NGO etc.) or governmental organizations;
  • Professional experience in local or global accounting firms;
  • Competence in the use of standard software such as word, Excel, Power Point

Condition of Employment

  • This position will be required to serve a three-month probationary period.
  • The employment contract of this position is expected to be renewed yearly basis according to KOICA and GDC Consulting’s internal regulations.

Remuneration

  • Remuneration will be based on the criteria according to the prevailing local market rates and based on remuneration calculation system of KOICA projects. In addition, it can be adjusted based on the applicant’s experiences.
  • According to the terms of the international consultant contract, the net salary/ remuneration will be paid inclusive of a 5% withholding tax on employment income, with no other provisions such as the National Social Security Fund(NSSF), health insurance, performance incentives, etc.
