Role Purpose

The Head of SOYEE (Skills and Opportunities for Youth Employment and Entrepreneurship) position is responsible for providing technical support in SOYEE programming in Plan International Tanzania. The role involves designing sustainable and integrated SOYEE strategies in programming and providing continuous technical support in the project management cycle of SOYEE programs.

The position also entails designing grant proposals, creating and building strategic partnerships, and national-level networking and advocacy. This position collaborates with the Business Development Team in fundraising efforts, particularly in the proposal development stage of SOYEE programming.

Dimensions Of the Role

  • Reporting Structure: The position reports to the Team Leader for Program Quality and is part of the Extended Country Management Team (ECMT).
  • Key Responsibilities: This role includes designing the SOYEE strategy, developing project proposals, and providing technical support for SOYEE project implementation and monitoring to ensure quality outcomes.
  • Collaboration: The Head of SOYEE works closely with multiple internal departments and external partners to align projects with Plan’s strategic objectives.

Accountabilities

  1. Program Strategy Design and Program Development
  • Lead the development, adaptation, and application of SOYEE programming approaches, principles, methodologies, and tools.
  • Provide technical leadership in designing SOYEE programs, formulating specific strategies and goals for gender-transformative programming.
  • Develop program strategies through participatory processes to ensure integrated programming.
  • Identify key  implementing and strategic partners for collaboration to meet CSP objectives.
  • Collaborate with the Head of MERL to ensure project plans include robust monitoring and evaluation frameworks.
  1. 2. Project Implementation, Performance Monitoring, and Reporting
  • Provide technical guidance to SOYEE project teams in activity implementation, ensuring alignment with SOYEE strategies and tools.
  • Coordinate program planning processes to integrate goals and ensure stakeholder engagement.
  • Monitor and support the implementation of sustainability plans and gender- sensitive approaches.
  • Facilitate field supervision and provide coaching, mentoring, and capacity- building to staff implementing SOYEE projects.
  1. Resource Mobilization
  • Provide technical support in developing high-quality concept notes and proposals.
  • Build and maintain relationships with National Offices, donors, and development partners to secure funding.
  • Collaborate with the Business Development Unit to explore new resource mobilization opportunities.
  1. 4. Strategic Partnership, Networking, and Advocacy
  • Develop and maintain relationships with government officials, donors, INGOs, and UN agencies.
  • Represent Plan International Tanzania at SOYEE-related forums, conferences, and donor visits.
  • Lead advocacy efforts to mainstream Plan’s programs, strategies, and interventions in national platforms.
  1. 5. Staff Care and Wellbeing
  • Include wellbeing risks in risk assessments and ensure adequate resources for staff wellbeing.
  • Provide oversight and referrals to technical experts when necessary to support psychological safety in the workplace.
  • Create a positive work environment and promote self-care among team members.

  • Thematic Sector Heads (High collaboration).

  • Project Managers/Coordinators related to SOYEE (High collaboration).

External Relationships:

  • Represent Plan International Tanzania in all SOYEE-related external engagements with government officials, donors, and strategic partners.

Technical Expertise, Skills, And Knowledge

Qualifications and Experience:

  • Master’s degree in social sciences, economics, development studies, or related fields.
  • 8–10 years of relevant experience in grants project management.
  • Superior knowledge of SOYEE thematic areas such as financial inclusion, entrepreneurship, and skills development.
  • Proven experience in project design, implementation, and stakeholder engagement.

Skills:

  • Strong analytical and drafting skills for proposals and concept notes.
  • Experience in managing teams, conflict resolution, and motivating staff.
  • Familiarity with rights-based approaches and gender norms.
