Brief Description Of The Project
The purpose of the USAID NextGen Ugavi Bora, Afya Bora activity is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. USAID NextGen Ugavi Bora, Afya Bora activity must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.
Position: Human Resource (HR) Manager
Reports to: Director of Finance and Operations

Job Summary
The Human Resources Manager is a full-time position with the USAID NextGen Ugavi Bora, Afya Bora Activity based in Tanzania. The Human Resources Manager is responsible for developing and implementing a systematic approach to local recruitment, HR planning, compensation and benefits, performance evaluation, and staff development that fosters a work environment conducive to meeting the Activity’s goals and objectives. The Human Resources Manager will report to the Director of Finance and Operations.
Responsibilities
- Ensure that the Local Hire Employee Manual and administrative policies, procedures, and manuals are disseminated, understood by all staff, and implemented consistently;
- Maintain an up-to-date knowledge of government laws and regulations as they relate to labor,
- taxation, immigration and any other legal requirements that impact HR functions; and
- Coordinate recruitment activities such the placement of advertisements, development of shortlisting,
- coordinating interviews, filing all interview records, and preparing onboarding materials for new
- employees;
- Assist in the development and implementation of a human resources program in the areas of
- employee relations, benefits administration, policies and procedures;
- Coordinate employees’ performance management, assessment, and improvement initiatives;
- Coordinate various employee relations initiatives, including but not limited to new employees’
- orientation, exit interviews, etc;
- Coordinate training and other staff development initiatives as needed;
- Process staff leave applications and manage leaves of absence as per Project leave policy;
- Manage social security fund, retirement fund, and medical scheme processes in line with Human
- Resource policies;
- Coordinate disciplinary hearings and represent JSI in mediations, as needed;
- Produce required HR reports;
- Oversee finalization of employment and consultancy contracts and maintain personnel and
- consultancy records and ensure that all are properly updated on a routine basis and kept confidential;
- Train new staff on JSI’s Code of Ethics and Safeguarding policies;
- In coordination with the supervisors and the Finance team, ensure timely approval of all timesheets;
- Provide guidance and counseling to staff on HR related issues;
- Liaise with regional offices on all HR related issues;
- Support JSI’s business development efforts as assigned.
Qualifications
- Minimum Bachelor’s, Preferred Advanced degree in Human Resource Management or relevant discipline.
- At least 7 years experience in human resource management, preferably as HR generalist, including 3
- years in a management-level position;
- Prior experience in any INGO; relevant experience with USAID-funded programs and knowledge of
- USAID rules, and regulations strongly desired;
- Proven operational HR track record – experience in providing generalist HR service across a full range of HR issues
- Excellent skills in handling and advising on complex people management issues
- Experience and well-developed skills in recruitment and selection
- Good understanding of HR compliances and audit
- Good facilitation skills and ability to deliver induction briefing/training
- Strong communication (written and spoken), and interpersonal skills in English,
- Ability to work in high-stress situations
- Knowledge of Microsoft Excel and Proficiency in Microsoft Word
- Able to travel to project regional offices; and
- Must be able to maintain confidentiality for all project and staff proprietary matters.
