Organizational Background

The UNFPA Tanzania Country Office (CO), in partnership with the Government of the United Republic of Tanzania and other stakeholders, is implementing its 9th Country Programme (CP) 2022–2027, aimed at achieving universal access to sexual and reproductive health and reproductive rights, particularly for women, adolescents, youth, persons with disabilities, and populations in humanitarian contexts.


Purpose of the Consultancy

In line with the 2024 UNFPA Evaluation Policy, UNFPA Tanzania is conducting a Country Programme Evaluation (CPE) of its 9th CP (2022–2027). The evaluation will strengthen accountability, support evidence-based decision-making, and generate learning to inform the design of the next programme cycle.

The CPE will assess programme performance across thematic areas and cross-cutting issues such as human rights, gender equality, disability inclusion, and adolescent and youth engagement.


Role Overview

UNFPA Tanzania seeks national thematic experts to serve as members of a multidisciplinary evaluation team. Under the supervision of the CPE Manager and the Team Leader, the consultants will provide technical expertise in one or more thematic areas and contribute to a rigorous, ethical, and inclusive evaluation process.

The evaluation will be conducted across the United Republic of Tanzania from January to July 2026.


Evaluation Team Structure

The Country Programme Evaluation will be conducted by a multidisciplinary team comprising:

  • Team Leader (International Consultant): Responsible for evaluation design, methodology, and coordination of the evaluation team.
  • Thematic Experts (National Consultants): Responsible for providing technical expertise in specific thematic areas and supporting data collection, analysis, and reporting.

Thematic Expert Areas and Required Qualifications

1. Sexual and Reproductive Health and Rights (SRHR) Expert

Required Qualifications and Experience:

  • Master’s degree in Public Health, Medicine, Health Economics and Financing, Epidemiology, Biostatistics, Social Sciences, or a related field.
  • Minimum of five (5) years of experience in evaluations, assessments, research, or monitoring and evaluation (M&E) in international development.
  • Strong substantive knowledge of SRHR, including maternal health, family planning, HIV, and other sexually transmitted infections.
  • Demonstrated ability to integrate human rights, gender equality, and adolescent and youth perspectives throughout the evaluation process.
  • Solid knowledge of qualitative and quantitative evaluation methodologies.
  • Excellent analytical, communication, and interpersonal skills.
  • Experience working within multidisciplinary evaluation teams.
  • Good knowledge of Tanzania’s national development context.
  • Familiarity with UNFPA or other UN mandates is an added advantage.
  • Fluency in written and spoken English and Kiswahili.

2. Gender Equality and Women’s Empowerment Expert

Required Qualifications and Experience:

  • Master’s degree in Gender/Women’s Studies, Human Rights Law, Social Sciences, Development Studies, or a related field.
  • Minimum of five (5) years of experience in evaluations, assessments, research, or M&E.
  • Substantive expertise in gender equality, women’s empowerment, GBV, harmful practices (FGM, child, early and forced marriage), and gender norms.
  • Demonstrated ability to integrate human rights, gender, and adolescent and youth perspectives in all evaluation phases.
  • Strong understanding of qualitative and quantitative evaluation methodologies.
  • Excellent analytical, communication, and teamwork skills.
  • Familiarity with the Tanzanian development context.
  • Knowledge of UNFPA or UN systems is an advantage.
  • Fluency in written and spoken English and Kiswahili.

3. Population Dynamics Expert

Required Qualifications and Experience:

  • Master’s degree in Demography, Population Studies, Statistics, Social Sciences, Development Studies, or a related field.
  • Minimum of five (5) years of experience in evaluations, assessments, research, or M&E.
  • Substantive knowledge of population dynamics, migration, census and survey data, and national statistical systems.
  • Ability to integrate gender, adolescent, and youth perspectives into population and development analysis.
  • Strong understanding of evaluation methodologies, including qualitative and quantitative approaches.
  • Excellent analytical, communication, and interpersonal skills.
  • Familiarity with Tanzania’s national development context.
  • Experience with UNFPA or UN agencies is an advantage.
  • Fluency in written and spoken English and Kiswahili.
