Community Aid and Social Education Empowerment (CASEE) is a nationally registered NGO Act of 2002 (Reg. No.00NGO/R/0291). CASEE has the mandate to empower communities and civil society organizations in order to reduce poverty and social injustices. CASEE does this through emphasis on human resource development as a basis of tackling income and non- income poverty.  Currently, the organization is seeking a service from a competent Tanzanian to fill the position of Monitoring, Evaluation, and Learning (MEL).

Job Description:

The Monitoring, Evaluation, and Learning (MEL) officer will be responsible for designing, implementing, and managing the monitoring and evaluation activities of our programs.  The MEL officer will be based in Arusha but will work extensively in the field offices in Karatu, Longido, and Kondoa districts

Key Responsibilities:

  • Develop  and   implement   M&E   frameworks,   strategies,   and   plans   to   assess   the effectiveness and impact of projects.
  • Design and manage data collection tools, ensuring they align with project objectives and result indicators.
  • Monitor project activities to track progress and ensure that outcomes are being achieved.
  • Analyse data  and  prepare  regular  M&E  reports  for  stakeholders,  including  senior management, donors, and external partners.
  • Provide technical support and guidance to program teams in the use of M&E tools and methodologies.
  • Conduct field visits to gather data and assess program implementation on the ground.
  • Lead the process of developing baseline, midline, and endline surveys as required.
  • Ensure the  integration  of  lessons  learned  into  program  implementation  to  enhance impact.
  • Contribute to the design of impact assessments and evaluations.
  • Ensure compliance with donor and organizational reporting requirements.
  • Bachelor’s degree in social sciences, development studies, statistics, or a related field. A Master’s degree is an added advantage.
  • At least four (4) years of experience in monitoring and evaluation.
  • Proven expertise in designing and implementing MEL frameworks and tools.
  • Strong experience in quantitative and qualitative data collection and analysis methods.
  • Proficiency in data analysis software (e.g., Kobotool box, SPSS, STATA, Excel, or similar).
  • Ability to communicate effectively with a wide range of stakeholders, including donors, program staff, and beneficiaries.
  • Strong organizational skills  and  the  ability  to manage  multiple tasks  in  a  fast-paced environment.
  • Attention to detail and a commitment to high-quality work.
  • Knowledge of donor MEL requirements is an advantage.
