ORGANIZATIONAL BACKGROUND:

CARE is a leading humanitarian organization dedicated to fighting poverty and social injustice and places a particular emphasis on women and girls, their dignity and empowerment to lead their communities out of poverty. CARE began working in Tanzania since April 1994, in response to the crisis in Rwanda and the subsequent influx of refugees into the Kagera Region of North-western Tanzania. Over the subsequent years, CARE Tanzania developed innovative education, health, microfinance, and environmental programs across most regions of the country.  In Tanzania CARE works with the Government both in mainland and Zanzibar and other stakeholders to transform communities and ensure financial inclusion and independence, health and nutrition, climate- smart development resilience, especially for women and girls.

CARE Tanzania seeks to recruit dynamic qualified Tanzanians to fill four (4) positions to support the Country Office.

POSITION TITLE: Program Director

REPORTS TO: Country Director

JOB SUMMARY

The Program Director is a member of the Senior Leadership Team (SLT) with mandate to drive transformative programming to actualize social and economic empowerment of women and girls, as outlined in the New Country Office Strategic Plan 2023 through 2028. As a member of the SLT, the Program Director has co-responsibility for creating a conducive workplace environment that embodies CARE’s organizational values of transformation, integrity, diversity, excellence and equality.

Specifically, the Program Director is responsible for championing program development; resource mobilization (growth); program quality; and efficient implementation. The Program Director embraces a proactive approach to resource mobilization, with

enhanced focus on retaining current program supporters (a.k.a. donors) and attracting ones through innovative concept notes and

competitive funding proposals. The Program Director ensures that programs reflect CARE’s commitment to local partnerships,

strengthening the voice and leadership of women and girls, and achieving impact at scale. With a focus on business continuity, growth in income, and scaling up impact, the Program Director assists the Country Director in maintaining a high profile for CARE

Tanzania as a leader in bringing about long lasting social and economic change. Towards this end, the Program Director ensure that programs are of high quality, that impact is documented intentionally, dissemination is methodically done, and that CARE uses its privileged position to convene and/or solve important problems in collaboration with others.

The Program Director also deliberately invests time and effort into developing first-in-class capacity to deliver (implementation capacity), characterized by strong project start up; proactive risk management; delivery on time, on target, and on budget; strong reporting; and proper project close-out. Accordingly, The Program Director demonstrates commitment to operational excellence through effective collaboration with other departments (a.k.a. internal business partnerships). The Program Director will be a model for a strong work ethic characterized by consistently high performance and continuous learning, adapting and improvement.

The role requires a strong aptitude for internal business partnerships, supported by a strong culture of data-supported decision- making, coordinated problem solving, proactive risk management, and coordinated partnership management. To thrive in this role, the incumbent should acquaint themselves with the organizational set up of CARE International, the accompanying vision for the future, and the available resources and tools for work. The ideal person should be able to communicate a clear vision of the desired

future, build a high-performance team, deliver high quality results, demonstrate strong external orientation and situational awareness as well as courage to challenge the status quo, embrace change, and manage under-performance.

KEY RESPONSIBILITIES AND TASKS

  • Ensure CARE programs and projects are managed in a manner which achieves the program/project goals and high-quality results efficiently, with specific focus on strong start up, delivery on time, on target, and on budget, proactive risk management and proper close out.
  • Ensures compliance with CARE policies and terms of project contract as contained in the funding agreement.
  • Champion risk-based management through proactive analysis and prioritization of programmatic risks and strong mitigation measures, including capacity building and timely decisions.
  • Promoting accountable leadership by project managers and budget holders; and instituting appropriate capacity building interventions to enhance performance.
  • Promote a culture of business partnerships through proactive and solution-focused collaboration with colleagues from program support and finance to enhance operational efficiency and coordinated support to partners.
  • Conduct strategic visits to the program/project sites for the purpose of monitoring and problem solving.
  • Ensure high quality program reports are developed on time according to the needs of various stakeholders, especially program supporters (donors) and government.
  • Provide innovative leadership an aggressive resource mobilization strategy for the Country office, taking a pro-active approach to identification of new potential donors as well as profiling CARE as a leader and preferred partner.
  • Work in collaboration with CO Resource Mobilization staff and CARE Global Team to track new business opportunities and maintain the pipeline at a minimum of $7Million and above annually. PD will also conduct technical review and refining of Resource Mobilization documents including capacity statement, profiles, resource mobilization strategy etc.
  • Promote strategic relationships with CARE Member Partners (CMP), donors of all types, CSO partners and the Government of Tanzania and ensure the program align and compliment to government priorities. The Country Director (CD) will support and be active in this area, and the CD and PD will work together to promote and exploit all opportunities possible.
  • Coordinate the development of high quality and competitive concept notes and proposals for funding, ensuring robust design, strong technical writing, and that quality reviews and sign offs are done dutifully. The PD shall ensure that the process is

managed well, backed by an inclusive proposal development team, clear task allocation, ambitious timelines, and a strong after-action review.

  • Ensure systems and plans are in place to guarantee that CO programs/projects are designed and implemented based on sound contextual analysis, address the underlying causes of poverty and achieve measurable positive impact on the poor and vulnerable people.
  • Contribute programmatic content into the long-term strategic plan in line Global CARE vision 2030; and define specific approaches for the relevant sectors as well as outlines to articulate the contribution by each sector to the overall goal will be achieved.
  • Promote awareness and integration of program quality standards (drivers of program quality) across the entire program team;

and conduct periodic monitoring; and institute measures to address the areas requiring improvement.

  • Contribute to the development of annual operating plan, leading on programmatic aspects and coordinate regular reviews.
  • Promote awareness and contextualization of partnerships standards, ensuring that the CO has a ready-to-partner database in place, co-creation is embraced, and that support to partners is comprehensive and well-coordinated, including the conduct of due diligence, project monitoring, technical capacity building, and provision of including OD support.
  • Work with the Country Director (CD) to oversee the development and implementation of a CO advocacy agenda that supports

CO programs and is in line with CO and CI priorities.

  • Ensure that  Gender  Equity  and  Diversity  (GED),  PSHEA  issues  are  properly  considered  and  addressed  in  all programs/projects.
  • The PD shall ensure that organizational reporting obligations are met (e.g. PIIRS reporting). Accordingly, the Program Director will ensure that the CO has a well-developed MEAL system that includes a clear RACI matrix that outlines roles and responsibilities of all project staff, an up-to-date data base, SOPs for data quality reviews, regular reflection/sense-making sessions, and adequate staffing and budget.
  • Ensure that the CO has an up-to-date emergency preparedness plan
  • Ensure that CARE participates in the relevant forums for inter-agency coordination at both sector and higher levels.
  • Ensure staff safety and security procedures are followed and provide guidance to staff as required.
  • Promote the meaningful participation by women-led and women’s rights organizations at the grassroots as sources of monitoring information, first responders, and humanitarian advocates.
  • Promote accountable leadership through effective performance feedback, supported by a consistent use of performance management tools.
  • Ensure a proactive approach to managing under-performance, as a strategy for maintaining high performance but the team.
  • Proactively analyses capacity support needs and institute appropriate capacity building interventions in collaboration with HR, technical advisors and others.
  • Promote an environment conducive to self-skilling through CARE Academy and peer learning.
  • Perform and other duties as assigned by his/her supervisor

EDUCATION QUALIFICATIONS

  • At least master’s degree in relevant field such as international development, project Management, social science and natural resources management.

EXPERIENCE AND SKILLS

  • Ten years successful experience in a similar position with INGOs, including successful program development, resource mobilization, and evidence of scalable impact in partnership with a diverse program supporter (donors).
  • Bilingual fluency in both Kiswahili and English are a requirement.
  • Well developed communication skills in an international work environment, with demonstrable self awareness and proactive problem solving.
  • Well developed leadership and management skills in an international context, with experience in effective performance management, with the ability and interest to coach, menthor and train staff to strengthen their staff capacity.
  • Advanced analytical  skills,  including  strategic  analysis,  project  conceptualisation,  monitoring  and  evaluation  in  both development and humanitarian programs.
  • Experience in managing insitutional partnerships with national and international NGOs and donors.
  • Experience in  partnership  development,  including  co-creation  of  programs,  conducting  due  diligence,  organizational development/capacity strengthening for local/indigenous partner organizations.
  • Experience in programming relevant to CARE Tanzania’s strategy, such land rights, climate action, agriculture market

systems, natural resources management, financial inclusion and economic empowerment with a focus on women and girls

  • Strong financial Management, including budget development and effective use of budget monitoring tools.
