Position: Project Officer – GBF Project
Reports to: Senior Project Officer GBF Project, Ruvuma Landscape
Coordinates: Field activities under the Accelerating Implementation of Global Biodiversity
Framework (GBF) through Community Led Conservation Project in Tanzania
Duty Station: Masasi Field Office
- I. Project Background and Overview
The world is experiencing devastating impacts from climate change and nature loss induced by habitat loss, degradation and fragmentation. Such impacts risk the lives and livelihoods of billions of people and many species at the heart of extinction. At the same time, the world has come far in its collective efforts to reverse nature loss and address climate change. Critical progress has been made through landmark international agreements: the historic Paris Agreement and the Kunming- Montreal Global Biodiversity Framework (GBF), signed by almost 200 countries, are major breakthroughs and immense opportunities. The GBF will help galvanize global action by key players to halt and reverse biodiversity loss by 2030, whilst addressing the main drivers of nature loss.
A project led by WWF International focuses on Accelerating the Implementation of the Global Biodiversity Framework (GBF) through Community-Led Conservation in Tanzania alongside the four countries of Vietnam, Republic of Congo, Tunisia and Papua New Guinea selected based on their biodiversity potential. The project puts Community-Led Conservation at the heart of GBF implementation by ensuring full and effective participation of indigenous people and local communities (IP&LCs) in the development and review of the National Biodiversity Strategy and Action Plans (NBSAPs) and the implementation and monitoring of conservation activities at site and landscape level. The project will also advocate for new and additional funding for biodiversity through National Biodiversity Finance Plans (NBFPs) that facilitate greater access to finance for IP&LCs. Experiences and lessons learned in the five countries will be leveraged and amplified to galvanize action and advocacy for ambitious and inclusive NBSAPs and NBFPs in the wider sub- regions and globally working closely with WWF’s Regional and Global Policy and Advocacy and the Public Sector Partnerships teams.
The WWF Tanzania Country Office (TCO) is seeking a Project Officer to be based in the Ruvuma
Landscape Programme to support implementation of the GBF project.
- II. Major Functions
The Project Officer will provide technical support and knowledge to all activities within the Tanzania component of the WWF GBF Project. The incumbent will be generally supporting the delivery of GBF-related initiatives from the community level and the leveraging of them to the national, regional and global levels. The post-holder will provide support to the implementation of the project work plan and budgets and collaborate with the implementing partners, stakeholders and WWF colleagues nationally, regionally and globally. The post-holder will primarily be responsible for 1) supporting the implementation of project activities and other GBF-related policies, 2) supporting sustainable community-led conservation initiatives in the Ruvuma Transboundary Landscape that support the development of long-term financing strategies and innovative finance mechanisms for community-led conservation approaches, and 4) providing support and advisory services relating to biodiversity conservation, policy, institutional strengthening, engagement of civil society and the private sector in natural resources management.
III. Major Duties and Responsibilities
In conjunction with the Senior Project Officer, support effective, inclusive and responsive regional and national policy formulation and implementation in relation to global policy frameworks, particularly through liaising with landscape stakeholders in the delivery of commitments under the Convention on Biological Diversity
Support and influence gender and youth inclusion and equitable use and sharing of benefits accrued from biodiversity resources
Support and advance community-based conservation approaches including forest restoration projects, nature-based solutions and enterprises to bring about benefits for stakeholders and promote a strong sense of ownership and empowerment
Provide support and advice to governments, particularly local, district and regional, with regard to community-based conservation approaches and GBF targets
Engage and participate in, and contribute to the WWF Global Policy and Advocacy Team discourses at the Regional Office of Africa and WWF International to foster high level GBF policy engagement and delivery of GBF targets through community-led approaches Liaise proactively with colleagues working on the GBF project within the WWF network, and apply internal and external lessons and guidance to shape the work in Tanzania at landscape level
Prepare all required activity plans and reports, internal and external and in collaboration with partners and stakeholders
Support the preparation and publishing of policy briefs and summaries based on the project interventions
Link with existing projects in gathering community-level and local inputs and advocacy priorities for leveraging through government contacts at a national level, especially in preparation for global Conference of Parties events and other fora linked to GBF targets Facilitate the inclusion of Civil Society Organizations and Local Community stakeholders in community-centered conservation approaches
Liaise with colleagues and stakeholders in the wider Ruvuma transboundary landscape with regard to community-centered initiatives that span the transfrontier conservation area
- IV. Profile
Required Qualifications
University degree in Wildlife Management, Forestry, Conservation Biology, Biodiversity Conservation, Community Conservation, Social Sciences, Gender Studies, Public Relations and any other related field.
At least three years of experience of project implementation, collaborating with stakeholders and liaising with partner organisations and community groups in one or more of the above-mentioned fields.
Knowledge of and experience with monitoring and evaluation of programmes and/or projects.
Knowledge of the institutional and legal framework for natural resources conservation in
Tanzania, as well as of relevant policy issues.
Knowledge of bilateral and multilateral environmental agreements (MEAs) e.g
Convention on Biological Diversity (CBD) is an advantage.
Required Skills and Competencies
- Proven skills in and commitment for the implementation of community- based conservation approaches.
- Skills in policy advocacy, networking and civil society engagement for successful project implementation.
- Demonstrable knowledge on national biodiversity strategies and targets.
- Experience working with government entities, development partners and aid agencies
- Proven knowledge and experience of the not-for-profit sector, preferably conservation focused non-government organizations.
- Excellent interpersonal skills, including the ability to develop and maintain strong relationships at all levels, including with local communities, government agencies, the not-for-profit sector, and the scientific community.
- Experience of working within a multi-disciplinary team is an advantage, Excellent oral and written communications skills in English and Kiswahili.

- V. Working Relationships
Internal: Interacts and works closely and on a regular basis with the Global Biodiversity Project Team, National and Transboundary Ruvuma Landscape Coordinators, the Head of Conservation, landscape team members and other TCO Program staff, especially those involved in the Voices for Diversity project.
External: Interacts with GBF Global Project Lead, GBF Global Project Manager, WWF staff in the Ruvuma Transboundary Landscape (WWF Mozambique office), WWF staff in the Network and at regional and global levels implementing the GBF Project. Non-WWF stakeholders include landscape-level and national governmental institutions, non- governmental organizations, academic institutions, the private sector, the media and other stakeholders, in collaboration with the relevant department leads and landscape team members as relevant.
