Job Title: QS (Quantity Surveyor) Engineer Reporting Line Manager: Project Manager Department: Projects

Job Summary:

The QS Engineer will be a vital part of our construction projects, ensuring cost-efficiency and project success. You will be tasked with analyzing existing budgets and making improvements, reviewing plans and preparing quantity estimates, negotiating with various contractors and vendors, as well as building relationships with clients and site managers. To be successful in this role, you should have a methodical approach and superb interpersonal skills. You are not only expected to be great at analyzing costs, but you also need to know how to read people and tailor their negotiation strategies to ensure the best possible outcome.

Key Responsibilities:

  • Provide guidance, technical oversight and professional advice to the project team on matters related to quantification and estimation of construction works
  • Prepare realistic and up-to-date construction estimates which are in line with the approved work plans and budget
  • Offer advice on property taxation and provide post-occupancy advice on the company facilities management services and their life cycle i.e. such as feasibility, design, construction, extension, refurbishment, maintenance, and demolition
  • Review bidding documents /Request for Proposal/pre qualification documentson the basis of the Bank’s
  • Standard Bidding Documents (SBD) and Standard Request for Proposals (SRFP), and the Borrower’s Standard
  • Documents, where applicable, other relevant professional standards
  • Review contractual claims, establish genuineness and ascertain their consistency with measured works and contract terms
  • Review and verify guarantees and bonds for construction and rehabilitation works and advise the Project Implementation Team accordingly
  • Review the application of variations of contracts for construction and rehabilitation works and advise the Project Coordinator on matters related to genuineness and value for money
  • Participation in internal and external meetings as required by the Project

Coordinator

  • Participate in pre-site visit meeting(s), and verify project needs in line with bidding documents
  • Participate in pre-proposal meetings and negotiations
  • Conduct regular site visits to ongoing works to follow up on the quality of works and contract management issues
  • Support the Project Team in the coordination of activities with other development partners, and;
  • Perform any other duties that may be determined by the Project Coordinator

Skill Requirements:

  • Bachelor’s Degree in one of the following fields: Quantity Surveying or Building

Economics or equivalent qualifications from a recognized Institution

  • 10 years of experience in quantity surveying within the construction sector.
  • Proficiency in construction estimating software and cost management tools.
  • Good communication and social skills along with demonstrated initiative, synthesis ability, personal dynamism and self-motivation;
  • Fluency in spoken English and ability to write lucid reports and documents in English;

working knowledge of Kiswahili is desirable, and;

  • Experience in using internet-based applications and demonstrated computer skills, especially using and working with at least one quantity surveying software, and Microsoft office applications such as MS Word, MS Excel, MS PowerPoint and related applications
  • In-depth knowledge of industrial construction contracts and procurement processes.
  • Strong analytical and problem-solving abilities.
  • Effective communication skills for collaboration and negotiation.

Minimum Qualification:

  • Must be a Citizen of Tanzania
  • Bachelor degree in Quantity Surveying or a related field
  • Must be registered/Licensed as a Professional Engineer is required (AQRB).
  • A minimum of 10 years working experience and industry knowledge is strongly desired
