TERMS OF REFERENCE(ToR) FOR EVALUATION OF PROJECTS AND PERFORMANCE OF THE ENGAGED IMPLEMENTING PARTNERS PERFORMANCE

INTRODUCTION

This Terms of Reference (TOR) describes the plans, objectives, deliverables, and expectations for an external consultant to provide consultancy services on the evaluation of the engaged implementing partners performance in the implementation of four projects implemented since 2017. These projects included Improving Living and learning Environment through WASH & Livelihood support, Land and Property right advocacy, Climate Change Impact Mitigation, Housing Financing Solutions for women and youth groups project,COVID-19 Response and Recovery: Awareness, Livelihood support and Housing improvement Project, as well as Improving access to safe water supply services project. Habitat for Humanity Tanzania implemented these projects in partnership with five partners that includes MyLegacy, Restless Development, Equality for Growth, Makazi Bora Finance Limited, and WaterAid Tanzania. Regions where these projects implemented were Dar es salaam, Manyara, Dodoma, Arusha, and Coastal regions.

ABOUT HABITAT FOR HUMANITY TANZANIA (HFHT)

Habitat for Humanity Tanzania (HFHT) founded in 1986 and become one among the National Organization of HFHI. Habitat for Humanity Tanzania is branded positively through being associated with improving the standard of living for low-income families through enhancing access to decent and affordable homes. HFHT worked with communities and local government authorities, local implementing partners, as well as other international development partners to support the design and development of various housing projects that yield fruits in fostering the housing agenda.

PROJECT BACKGROUND

Through its main initiative towards improving the standard of living for low-income families through enhancing access to decent and affordable homes, HFHT partnered with Five organizations, these includes MyLegacy, Restless Development, Equality for Growth (EFG), Makazi Bora Finance Limited (MBFL) and WaterAid Tanzania. The first three partners were collectively assigned to implement Improving Living and learning Environment through WASH & Livelihood support, Land and Property right advocacy, Climate Change Impact Mitigation Project implemented in three regions, Makazi Bora Finance Limited Implemented the Housing Financing Solutions for Women and Youth groups Project. The loan product offered through Group lending methodology to foster access to housing loans for youth and women. WaterAid Tanzania implemented the project on Improving access to safe water supply services in Sangara village, Babati District Council, Manyara Region – Tanzania”.

EVALUATION PURPOSE AND SCOPE

Overall Objective

With this call, HFHT aims to interest and attract potential Consultant to evaluate the performance of the projects against set objectives and assess the performance of the engaged partners, including their implementation modalities.

Evaluation Purpose

The evaluation target at assessing the performance of the engaged Implementing Partners and their assigned projects and capture project specific achievements, challenges, and best practices to inform future similar programming. Secondly, the assessment will summarize the performance of the implementing partners in implementing the designed project activities towards provided project objectives for the provided time frame and resources while making positive sustainable impacts to the intended community including success stories, best practices, lessons learned, strengths and challenges in the activity design and the perceptions of staff, participants, and other stakeholders engaged.

Scope of the evaluation

The end of project evaluation will provide a detailed analysis of achievements against the anticipated objectives and measure performance of the engaged partner in implementing the project objectives. This aims to showcase the project’s impact, the relevance of the interventions, efficiency, and effectiveness of the project intervention towards future sustainability.

Specific Objectives of the Assessment.

  • To assess the efficiency of the engaged partners in implementing the project.
  • To assess achievements of project implemented interventions in meeting the anticipated objectives in the targeted areas.
  • To assess the positive and negative changes as the result of project interventions.
  • To Identify best practices, lessons learned, strengths, and challenges from the project implemented.
  • To identify and document the opportunities identified by project implementing partners that will contribute to increase access to affordable housing for vulnerable groups.
  • To recommended strategies for other projects or new interventions. The final project evaluation is expected to provide insight into why interventions succeeded or failed and give recommendations for future similar interventions.

GEOGRAPHICAL AREAS AND TARGET POPULATION

The Evaluation will cover Dar es salaam, Dodoma, Arusha, Manyara Region and will target project implementing partners, stakeholders and direct beneficiaries reached with this project as discussed in the introductory part.

PROPOSED TIMELINE.

The Consultant is obliged to deliver assignment for not more than one month (7th June to 8th July 2024) while ensuring high standard and quality is attained.

DELIVERABLES

The consultant is, expected to lead, accomplish, and submit the following deliverables within the agreed timeframe and budget:

  • Inception Report (including detailed sampling calculations, data collection logistics, analysis plan, detailed timeline, detailed budget, etc.). The consultant may choose to present the inception report as a PowerPoint presentation or in report format.
  • Data Collection Tools (including all questionnaires, interview guides, focus group discussion guides, etc.) Tools are expected to be finalized after HFHT review and piloting.
  • Facilitation of Training Event(s) including enumerator training on tool use and ethics including child protection and informed consent.
  • Raw Data Files including raw and cleaned datasets, audio files, transcripts/notes, codebook, etc. should be translated into English.
  • Draft Report using the HFHT requirements and standards.
  • Final Report incorporating HFHT feedback. The final report should be provided in English.

DATA COLLECTION ETHICS COMPLIANCE.

The consultant is obliged to ensure adherence to the data collection ethics compliance that includes Voluntarism, Confidentiality, and anonymity of participants, Do no Harm principal, Integrity, respecting participants perspective, as well as Child protection.

APPLICATION PROCESS and REQUIREMENTS

Qualifications.

The consultant must have proven expertise and experience in social research, WASH, Climate and Livelihood.

FUNDING/RESOURCES

Budgeted fund for implementation of the activity is $6,000.

ELIGIBILITY CRITERIA

The Consultant who are eligible to apply need to be competent on the following.

  • Have at least 3 years of experience in evaluating projects in the thematic area selected to (Build/Construction, Health, WASH, Structural Interventions) preferably in Tanzania.
  • Consultant should be able to demonstrate technical expertise in the evaluation of different programs and/or programs across sectors such as WASH, Health management systems, Environmental science, and Overall community development related programs.
  • Experience working in evaluating projects and/or programs related to Low-cost house construction and property rights advocacy, livelihoods support, climate change mitigation and community development is an added advantage.
  • A good understanding of the housing challenges in Tanzania Context and Africa
  • Ability to achieve maximum scope of reach with limited resources and time without jeopardizing the quality of the project.
  • The Consulting firm must be legally registered and physically established in Tanzania by the time of project implementation.
  • Not be involved in any act of terrorism or support terrorists’ activities.

How to apply

Submitted Proposals must include:

●A response to the ToR demonstrating familiarity with the subject matter, proposed approach, and key issues for consideration in the evaluation exercise.

●A detailed work plan demonstrating the feasibility of the proposal.

●Statement of the consultancy work qualifications relevant to the evaluation related activities.

●Name and CV of key staff members responsible for i) overseeing the Assignment and ii) undertaking the implementation of the activities.

●Proposed budget with itemized costs, indicating the basis of calculation.

●Registration Certificate

●Audited financial statements.

Proposal Evaluation

Proposal will be assessed according to:

  • Demonstrated competence of the Consultants on the subject matter.
  • Demonstrated track record in delivering projects successfully.
  • Cost of the proposal (This should be within the allocated budget).
