Result of Service

The objective of this position is to support the work of ITC’s regional and national implementation units based in Arusha and EAC Partner States, working in close collaboration with MARKUP II Officers in Geneva and colleagues across EAC Member States. The role contributes to the effective coordination, communication, monitoring, and evaluation of MARKUP II activities at regional and national levels.


Background

The Market Access Upgrade Programme (MARKUP II) is funded by the European Union (EU) and implemented from 2023–2027. The programme aims to contribute to economic development within the East African Community (EAC) by promoting sustainable intra-African and EU–Africa trade. MARKUP II supports livelihoods, employment creation, MSME export competitiveness, and economic growth by strengthening high-potential, export-oriented value chains.

The programme operates in Burundi, Kenya, Rwanda, South Sudan, Tanzania, and Uganda, in partnership with national, regional, and international institutions. Operations are coordinated through the Programme Coordination Unit (PCU) based at the EAC Secretariat in Arusha, in close collaboration with the Director General for Customs and Trade.


Purpose of the Assignment

The Associate Communication, Monitoring and Evaluation Officer is responsible for the effective field-based delivery of MARKUP II communication, monitoring, and evaluation functions within a results-based management framework. The role ensures transparency, accountability, learning, and visibility of programme results.


Reporting Lines

  • Direct Supervisor: Regional Coordinator (Arusha)
  • Technical Guidance: Senior Programme Officer (MARKUP II), Office for Africa, Division of Country Programmes (DCP), Geneva
  • Collaboration: EAC Secretariat, EU partners, ITC Geneva and EAC-based project teams

Duties and Responsibilities

1. Monitoring and Evaluation

  • Support implementation of the MARKUP II Monitoring and Evaluation (M&E) Framework in line with ITC standards and donor requirements.
  • Contribute to the preparation of annual work plans and implementation of planned M&E activities.
  • Ensure compliance with ITC Evaluation Unit requirements.
  • Support coordination with EAC, EU, and partners during verification missions, mid-term reviews, and final evaluations.
  • Facilitate learning and exchange of good practices among MARKUP II partners and stakeholders, including organization of information-sharing events.
  • Support recruitment and supervision of external M&E experts, as required.
  • Perform additional M&E-related tasks as assigned by management.

2. Communication and Visibility

  • Support implementation of the MARKUP II Communication and Visibility Plan in line with the approved Action Document and ITC guidelines.
  • Contribute to the conceptualization and production of communication materials, including media campaigns, press releases, newsletters, brochures, website content, social media posts, and official event materials.
  • Collaborate with the EAC Secretariat’s communication unit to align MARKUP II communication with EAC branding and dissemination guidelines.
  • Compile and disseminate information packages for internal and external stakeholders.
  • Identify and support flagship communication campaigns for the programme.
  • Convene and support regular meetings (physical and virtual) of the MARKUP II Communications Working Groups, including preparation of minutes and follow-up on agreed actions.
  • Perform additional communication and visibility tasks as required.

3. Copyright and Intellectual Property

  • Ensure all necessary permissions related to intellectual property rights are obtained for materials used or produced under the consultancy.
  • Submit documentary proof of permissions to ITC.
  • Seek prior written authorization from ITC for any license fees related to third-party copyrighted materials.
  • Obtain accreditation for events where required.

Qualifications and Special Skills

Education

  • Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, management, business administration, international law, public administration, or a related field.
  • A Bachelor’s degree in the above fields with an additional two (2) years of relevant experience may be accepted in lieu of a Master’s degree.

Experience

  • Minimum of two (2) years of relevant professional experience in public information, journalism, international relations, international law, business or public administration, or a related field.
  • Proven experience in monitoring, evaluation, and reporting.
  • Experience developing complex spreadsheets, databases, and survey tools.
  • Experience in project or programme management.

Competencies

Professionalism

  • Knowledge of regional trade integration, value chain development, trade policy and facilitation, export promotion, and market access is desirable.
  • Familiarity with EU reporting requirements, REC/UN systems, and EAC rules and strategies is an asset.
  • Strong analytical, research, and evaluation skills, including use of electronic research tools and databases.
  • Demonstrates accountability, efficiency, resilience, and commitment to achieving results.

Language Requirements

  • Advanced knowledge of English is required.
  • Knowledge of French and Swahili is desirable.

  • This vacancy is open to nationals of EAC Partner States only.
  • Applicants must be legally authorized to work in the duty station.
  • Selected candidates recruited from outside the duty station are responsible for relocation expenses.
