BACKGROUND

WFP is the leading humanitarian agency fighting hunger worldwide. In Tanzania, WFP supports government efforts to strengthen social protection systems, especially those serving vulnerable populations.

Tanzania has made progress in enhancing its social protection framework, including modernizing systems and strengthening social registries. Under the Changing Lives Transformation Fund (CLTF), the Tanzania Country Office is implementing the Adaptive Social Protection Project, which aims to:

  • Support shock-responsive social protection systems
  • Enhance delivery mechanisms
  • Strengthen digital social protection infrastructure
  • Improve management information systems (MIS) for targeting and resource allocation

PURPOSE OF THE ROLE

To provide expert digital assistance to WFP Country Office and government counterparts on strengthening social protection systems through:

  • Digital transformation
  • Design and enhancement of social registries
  • Development and operationalization of MIS platforms
  • Capacity building and advisory services

The consultant will transform business requirements into innovative IT solutions aligned with WFP standards.


KEY ACCOUNTABILITIES

Under the supervision of the IT Operations Officer and dotted-line reporting to the CLTF Coordinator, the Business Transformation Officer (Digital Solutions & MIS) will:

1. Technical Advisory & Capacity Development

  • Provide technical assistance for designing integrated information systems and digital platforms
  • Support design and deployment of MIS solutions, including Integrated Beneficiary Registries
  • Lead testing and piloting of digital solutions (dashboards, registry systems, mobile/offline tools)
  • Promote open-source and shock-responsive technologies
  • Map, analyze, convert, and validate social protection datasets
  • Document functional and technical requirements, use cases, and testing protocols
  • Manage user roles, permissions, and secure data handling
  • Develop reporting frameworks and dashboards
  • Establish data lifecycle management protocols
  • Conduct capacity-building, training, and workshops for government and WFP teams

2. Business Analysis & Project Management

  • Build strong relationships with WFP, government, and partners
  • Identify business needs and propose new or improved IT systems
  • Capture, analyze, and document business requirements
  • Manage expectations and ensure alignment of solutions with business priorities
  • Recommend process improvements and operational efficiencies
  • Communicate business objectives and requirements across stakeholders
  • Test and validate IT solutions
  • Provide user support and resolve issues
  • Facilitate training for end users
  • Manage planning, estimates, risks, and delivery of IT solutions
  • Perform missions to other locations as required

  • Technical assessments and MIS upgrade recommendations
  • Functional/technical design documents
  • User role matrices and permission structures
  • Data analysis reports and QA reviews
  • Reporting templates and dashboards
  • Data lifecycle management documentation
  • Training materials and capacity-building sessions
  • Fit/Gap analyses, deployment plans, test plans & implementation support

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

  • Advanced University Degree in Computer Science, Engineering, or related field
  • OR First University Degree with relevant professional experience

Experience

  • Minimum 5 years of progressive experience in business systems analysis, IT solutions design, and development
  • Experience with social protection systems and registries is highly encouraged
  • Experience facilitating capacity-building initiatives
  • Experience engaging government and development partners

Knowledge & Skills

  • Strong IT project management capabilities
  • Ability to translate user needs into business processes and applications
  • Proven expertise in data analytics, visualization tools, and MIS development
  • Excellent communication and reporting skills

Languages

  • Fluency in English
  • Knowledge of Swahili is an added advantage
