UNICEF Tanzania applies Social and Behaviour Change (SBC) as a cross-cutting programme strategy to address cognitive, social, cultural, and structural determinants influencing individual and societal behaviors. SBC draws on social and behavioral sciences to inform human-centered, evidence-based solutions that improve child wellbeing in both development and humanitarian contexts.
Purpose of the Job
Under the overall supervision of the Chief of Zanzibar Office, and with technical support from the Country Office SBC Manager and the Chief of Communication, Advocacy and Partnerships (CAP), the Social & Behavior Change (SBC) and Partnerships Officer will:
- Provide technical and operational support to develop and implement systematic, evidence-based SBC strategies integrated into programme planning and implementation.
- Support the strengthening of partnerships with the private sector, civil society organizations, and media in Zanzibar to advocate for child wellbeing and support resource mobilization efforts, in coordination with CAP.
Key Functions, Accountabilities and Responsibilities
1. Strategy Design and Development of SBC Activities
- Conduct or support comprehensive SBC situation analyses addressing social, cultural, economic, political, and communication factors in Zanzibar.
- Collect, analyze, and synthesize qualitative and quantitative data to inform SBC strategies for the 2027–2032 Country Programme of Cooperation and UNDAF.
- Prepare and organize evidence-based SBC strategies, plans, and documentation to maximize impact, scale, and sustainability.
- Review and recommend appropriate SBC information and materials, ensuring technical accuracy and quality.
- Monitor and assess SBC outcomes and behavioral change impacts; prepare qualitative analytical reports to inform programme improvement and planning.
2. Implementation of SBC Activities
- Collaborate with internal and external partners to design, test, produce, and disseminate high-quality SBC materials and interventions.
- Provide technical, administrative, and logistical support to ensure effective community engagement and participation.
- Apply SBC monitoring and evaluation frameworks, track indicators, and assess implementation effectiveness.
- Identify and mobilize relevant networks, contacts, tools, and resources to enhance SBC outreach and impact.
- Monitor production and dissemination of SBC materials to ensure relevance, consistency, and quality.
- Support budget planning, financial tracking, and compliance with UNICEF policies, ethics, and accountability standards.
3. Cross-Sectoral Support (SBC, Gender, Adolescence, and ECD)
- Integrate SBC approaches to address harmful social norms affecting child and adolescent development, including those with disabilities.
- Promote gender-inclusive, child-sensitive, and disability-inclusive SBC interventions using platforms such as CLTS, VHD, and OOSC.
- Provide SBC technical support to nutrition, education, protection, social policy, and health programmes to strengthen positive caregiver and adolescent behaviors, ECD practices, and youth empowerment.
4. Risk Communication and Community Engagement (RCCE)
- Work closely with the Ministry of Health to co-lead the RCCE pillar and coordinate with key ministries and stakeholders during preparedness and emergency response.
- Support timely information sharing and coordination within the UN system and partners during public health emergencies.
- Strengthen community resilience and promote sustained positive behaviors across WASH, health, nutrition, education, and child protection sectors.
5. Advocacy, Networking, Partnerships, and Capacity Building
- Establish and maintain partnerships with civil society organizations, community leaders, and other stakeholders to advance UNICEF’s child rights agenda.
- Collaborate with private sector actors, donors, networks, and UN partners to promote Child Rights and Business Principles and support resource mobilization.
- Support capacity-building initiatives with training and academic institutions to strengthen SBC and partnership competencies across sectors.
6. Innovation, Knowledge Management, and Reporting
- Document, institutionalize, and disseminate best practices and lessons learned to partners, practitioners, and donors.
- Provide technical support in monitoring, evaluation, accountability to affected populations (AAP), and reporting on SBC and partnership results.
- Support social media engagement, field documentation, knowledge product development, and SBC-related Programme Cooperation Agreements (PCAs).
- Participate in budget planning, DCT monitoring, and financial compliance processes.
Minimum Requirements
Education
- Bachelor’s degree or higher in social and behavioral sciences such as sociology, anthropology, psychology, communication for development, or a related field.
Work Experience
- Minimum of two (2) years of professional experience in social development programme planning, communication for development, social and behavior change, public advocacy, partnerships, or related fields.
- Experience working with government institutions is required.
- Experience within the UN system or similar international organizations is an asset.
Language Requirements
- Fluency in English and Swahili is required.
- Knowledge of another UN official language or a relevant local language is an asset.
